PCW seals Partnership with DILG XII to localize MCW


The Philippine Commission on Women (PCW) and the Department of the Interior and Local Government (DILG) Region 12 signed a Partnership Agreement during the conduct of the “Capability Building for DILG Region 12 GAD Focal Point System on the Development and Review of the Local Government Gender and Development (GAD) Plans and Budgets” on March 11, 2015 at Del Rio Splash Resort, Koronadal City, South Cotabato.

The partnership will lead to the efficient provision of GAD technical assistance to LGUs towards the development and implementation of gender responsive policies, plans and monitoring of GAD efforts at the local level. 

Republic Act 9710 or the Magna Carta of Women (MCW) mandated the DILG, specifically its local and regional offices, to review and endorse the GAD plans and budgets of barangays, municipalities, cities and provinces. This will facilitate the equal participation and access to development of both women and men constituents as part of the gender responsive good governance process.

Regional Director Reynaldo M. Bungubung, CESO IV, Assistant Regional Director Josephine C. Leysa and Local Government Capacity Development Division (LGCDD) Chief RiliminH. Sandoval signed the partnership agreement in behalf of DILG RO 12 while Technical Services Division Chief Ms. Nharleen L. Santos-Millar and Ms. Jeanette M. Kindipan-Dulawan, Planning Officer IV signed on behalf of the PCW. Also present to witness the signing were the Chiefs of the Local Government Monitoring and Evaluation Division (LGMED) and Finance and Division (FAD); Provincial and City Directors as well as GAD Focal Persons from North Cotabato, South Cotabato, Sultan Kudarat, Sarangani, Cotabato City and General Santos City.

Next in line under the partnership will be the conduct of trainings on Gender Analysis and GAD Planning and Budgeting designed for local government operations officers and members of GAD Focal Point System of the LGUs of the region.

The Partnership Agreement spells out the roles and responsibilities of DILG RO 12 and PCW. This will be in effect for a year and may be renewed upon mutual decision of both parties.
