PCW pilots Iloilo for GMMS



Recognizing the progress of the programs being implemented by the Iloilo provincial government on Gender and Development (GAD), and as partner in the implementation of PCW-AECID project, the Philippine Commission on Women (PCW) identified five Local Government Units (LGUs) from the province of Iloilo as pilot areas for its Gender Mainstreaming Monitoring System (GMMS).

GMMS is a web-based system that automates the submission and monitoring of the GAD Plan and Budget, and GAD Accomplishment Report of various government agencies and LGUs. GMMS also monitors government compliance to the Magna Carta of Women (MCW) and other legislations pertaining to the rights of men and women. The system is also intended to be a tool for the technical officers of PCW in the provision of technical assistance to agencies and LGUs.



As its first major activity, a two-day user training on GMMS was conducted last August 15-16, 2013 at the training room of STI Colleges and Education Center, Mission Road, Iloilo City. Participants were from the five identified LGUs namely Oton, Tigbauan, Pavia, New Lucena and Anilao, and from the regional and provincial offices of the Department of the Interior and Local Government (DILG). Mr. Mario N. Nillos, PGDH-PPDO headed the participants from the Iloilo provincial government. Aside from being current AECID partners, other criteria for the selection of pilot area are as follows: a) active in the GAD planning and budgeting process; b) strategically located near DILG regional office; c) willing to pilot the system; and d) with a suitable internet connection and computer in the office responsible for preparing the GAD Plans and ARs.

Mr. Robert Matthew Romero, Information Officer IV , and Ms. Vicky Atanacio, Information Systems Analyst of PCW provided the overall understanding of the scope and purpose of the GMMS, and individually coached the participants in their hands-on experience in the use of available system functions. It is hoped that the pilot testing can provide data on the usability of the system and serve as reference for the further improvement of the software.

The program aims to strengthen the capacity of PCW, NGAs and LGUs to localize the implementation of MCW, under the project “ Intitutional Strengthening of Local and National Governance on Economic Empowerment and Human Rights with Gender Focus” funded by the Spanish Agency for International Developement Cooperation (AECID).
