PCW Memorandum Circular No. 2022-05: Accomplishment and Submission of Online GAD Focal Point System Profile Form for CY 2022 GFPS Profiling

Background


1.0.  In pursuance of the Magna Carta of Women (MCW) and the GAD Focal Point System guidelines, the Philippine Commission on Women regularly conducts updating of the GFPS profile of Executive Offices, National Government Agencies (NGAs), Central Offices of Bureaus, Attached Agencies, GOCCs, Legislative and Judiciary Branches, Constitutional Bodies and SUCs. 


2.0 PCW Memorandum Circular 2011-01 or the Guidelines for the Creation, Establishment and Strengthening of the GAD Focal Point System, defines the GAD Focal Point System as a mechanism established to ensure, advocate, guide, coordinate and monitor the development, implementation, review and updating of agency GAD plans and GAD-related programs, projects and activities. 


3.0 Section 37.C of Republic Act 9710 or the Magna Carta of Women mandates that “all government departments including their attached agencies, offices, bureaus, SUCs, GOCCs, LGUs, and other government instrumentalities shall establish or strengthen their GFPS or a similar GAD mechanism to catalyze and accelerate gender mainstreaming within the agency or LGU”.

 4.0 To gather data/information on the agency’s GAD Focal Point System including efforts/initiatives related to its creation/establishment and strengthening, the PCW enjoins all Heads of Executive Departments, National Line Agencies, Central Offices of Bureaus, Attached Agencies, and GOCCs, Legislative and Judiciary Branches, Constitutional Bodies and SUCs to accomplish the online GAD Focal Point System Profile Form. 


5.0 The profiling of the GAD Focal Point System would provide us with information on agencies’ compliance to Section 37 of the Magna Carta of Women, and data/information that would serve as basis for future policy issuances related to the GFPS. 


6.0 To facilitate the updating of the GAD Focal Point System Profile, please accomplish the Online GFPS Profile Form through this link


7.0 In accomplishing the Form, please fill in the appropriate information requested and submit the completed online GAD Focal Point System Profile Form and all required attachments not later than December 30, 2022. 


8.0 Regional line agencies and other institutions in the regions are NOT covered by this Memorandum Circular because regional profiling shall be done by the Regional Gender and Development Committees (RGADCs). 


GAD Focal Point System Functionality Assessment Tool for NGAs 


9.0 Attached to this MC is the GAD Focal Point System Functionality Assessment tool (GFPS-FAT) for NGAs, developed by the PCW to help agencies determine the strengths and weaknesses of the GFPS and design appropriate interventions to address identified gaps/issues. The tool is downloadable from the PCW Digital Library through this link
