PCW conducts GADtimpala Validation for shortlisted agencies



The Philippine Commission on Women (PCW) conducted a three-month long (March-May) validation activity for eighteen (18) national government agencies and government-owned and controlled corporations that were shortlisted to vie for the GADtimpala 2023.

The GADtimpala, which stands for Gender and Development (GAD) Transformation & Institutionalization through Mainstreaming of Programs, Agenda, Linkages & Advocacies, is the established awards and incentives system established by PCW in 2013 to give recognition to deserving entities, national government agencies (NGAs), local government units (LGUs) and other governmental instrumentalities “for their outstanding achievement and/or performance in upholding the rights of women and effective implementation of gender-responsive programs”.


For the GADtimpala 2023, there are two (2) award categories, namely: (1) the GADtimpala for Outstanding Gender-Responsive Government Agency, and (2) the GADtimpala for Exemplary GAD Focal Point System (GADtimpala AlaGAD).


Eighteen agencies were shortlisted for the GADtimpala for Outstanding Gender-Responsive Government Agency, and these are the following:

  2. Commission on Audit
  3. Commission on Elections
  4. Commission on Filipinos Overseas
  5. Department of Labor and Employment
  6. Department of National Defense
  7. Department of Public Works and Highways
  8. Department of Science and Technology
  9. Government Service Insurance System
  10. Metropolitan Waterworks and Sewerage System Regulatory Office
  11. National Housing Authority
  12. Philippine Air Force
  13. Philippine Army
  14. Philippine Atmospheric, Geophysical and Astronomical Services Administration
  15. Philippine Center for Postharvest Development and Mechanization
  16. Philippine Rice Research Institute
  17. Privatization and Management Office
  18. Social Housing Finance Corporation

PCW Executive Director, Atty. Kristine Rosary E. Yuzon-Chaves, Deputy Executive Director for Operations Kristine G. Balmes, OIC Deputy Executive Director for Management Services Honey M. Castro, Division Chiefs Anita E. Baleda and Nharleen Santos-Millar led the Validation Committee, composed of technical officers from the Policy Development, Planning, Monitoring and Evaluation Division (PDPMED), Sectoral Coordination Division (SCD) and the Technical Services and Regional Coordination Division (TSRCD). They facilitated the screening and validation process for the shortlisted agencies.

Agencies presented relevant documents to the Validation Committee and responded to their queries based on the accomplished Gender Mainstreaming Evaluation Framework (GMEF) tool and the GAD Focal Point System Functionality Assessment Tool (GFAST), which they submitted to the PCW.


The validation activity also included site visits to the agency’s GAD-related facilities, such as daycare centers, breastfeeding stations, gender-neutral comfort rooms, GAD corners, etc.

Agency officials, GFPS Executive Committee, GAD Technical Working Group (TWG) members, and representatives from divisions/units of the agencies participated in the validation process. The validation activity started on March 16 and ended on May 19, 2023.

Conferment of the GADtimpala will be on August 14, 2023, during the Celebration of the 14th Anniversary of the signing of the Magna Carta of Women (MCW).
