PCW Memorandum Circular No. 2016-03: Use of the Enhanced Gender Mainstreaming Evaluation Framework

1.0 Republic Act No. 9710 or the Magna Carta of Women (MCW) of 2009, mandates “all government departments, including their attached agencies, offices, bureaus, SUCs, GOCCs, local government units, and other government instrumentalities (to) adopt gender mainstreaming as a strategy to promote women’s human rights and eliminate gender discrimination in their systems, structures, policies, programs, processes, and procedures.”
2.0 In order to capacitate government agencies on Gender and Development (GAD) and measure the extent of their gender mainstreaming efforts in line with the provisions of the MCW, the Philippine Commission on Women updated and enhanced the Gender Mainstreaming Evaluation Framework (GMEF) tool originally developed in 2001. This self-assessment tool was used to help government agencies/instrumentalities “in understanding the processes and context of gender mainstreaming within an organization; help them acquire a holistic view of the (gender) mainstreaming process”; guide them in assessing their progress in gender mainstreaming; and “help them identify the next steps to be done as they go through the process.”
3.0 The enhanced GMEF now has an updated Descriptor Matrix which shows the visual progression of an organization’s gender mainstreaming efforts from Level 1 (Foundation Formation) to Level 5 (Replication and Innovation) across four (4) entry points, namely: (1) Policies, (2) People, (3) Enabling Mechanisms and (4) Programs/Activities/Projects (PAPs). This is “meant to assist the Gender and Development Focal Point System (GFPS) members in measuring gains and successes, as well pinpoint areas for improvement in the way they mainstream the gender and development (GAD) perspective in their respective organizations.”
4.0 In this regard, all government agencies are enjoined to use the enhanced GMEF in periodically (recommended at least once every 2 years) assessing the level of gender mainstreaming of their organization.

6.0 The GFPS shall lead the GMEF Assessment with representatives from relevant offices of the agency participating in accomplishing the tool.
7.0 Expenses for the training on the use of the enhanced GMEF tool, as well as the conduct of periodic assessment using the tool may be included in the agency annual GAD plan and charged to the GAD budget.
