Joint Memorandum Circulars
The PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) No. 2013-01 titled, “Guidelines on the Localization of the Magna Carta of Women” was issued on July 18, 2013 to prescribe policies and procedures in mainstreaming gender perspectives in local planning, programming and budgeting; local legislation; project development, implementation, monitoring and evaluation pursuant to Republic Act No. 9710 or the Magna Carta of Women (MCW).
Pursuant to Republic Act 9710, otherwise known as the Magna Carta of Women, and in fulfillment of the government’s commitment to uphold women, peace and security through the implementation of the Philippine NAPWPS, NSCWPS member agencies, agencies that implement PAPs in conflict-affected/post-conflict areas such as those covered by the PAMANA, and responsible agencies identified in the NAPWPS shall develop and integrate PAPs addressing women, peace and security concerns in their annual GPBs and, consequently, report the status or results of the implementation of such PAPs in their annual GAD ARs following the Guidelines for the Preparation of Annual Gender and Development Plans and Budgets and Accomplishment Reports to Implement the Magna Carta of Women issued by the Philippine Commission on Women (PCW), the National Economic and Development Authority (NEDA) and the Department of Budget and Management (DBM) under Joint Circular 2012-01.
Pursuant to the guidelines set under the Joint Memorandum Circular (JMC) No. 2013-01, “Guidelines on the Localization of the Magna Carta of Women,” issued by the PCW, the DILG, the National Economic and Development Authority (NEDA) and the Department of Budget and Management (DBM), and in anticipation of the 2015 Local Budget Call by the DBM, all local government units (LGUs) are enjoined to prepare and submit their respective FY 2015 GAD Plan and Budget (GPB) and FY 2013 GAD Accomplishment Report (AR). LGUs are also enjoined to refer to Memorandum Circular 2014-02 issued by the PCW on 28 January 2014 (copy hereto attached) on the Implementation of the Women’s Empowerment, Development, and Gender Equality (Women’s EDGE) Plan 2013-2016.

To prescribe guidelines and procedures for the formulation, development, submission, implementation, monitoring and evaluation including accounting of results of agency annual GAD plans and budgets (GPBs), and GAD accomplishment reports (AR) and to provide the mechanics for the development of programs, activities and projects (PAPs) to respect, protect and fulfill the rights of women at the socio-cultural, economic and political spheres.
