Government employees from various governance sector agencies, together with Principal Trainer Jeanne Frances I. Illo (in pink) and staff from the Philippine Commission on Women (PCW) and Civil Service Institute (CSI), strike a pose in between sessions of the “Training of National Government Agencies on the Application of the Harmonized Gender and Development Guidelines (HGDG) to Gender and Development (GAD) Planning and Budgeting.” The training, the first of three batches for national government agencies, was held on August 6, 13-14, 2012.
The HGDG was cited in the new GAD Planning and Budgeting Policy (Joint Circular 2012-01) issued by the PCW, National Economic Development Authority (NEDA), and Department of Budget and Management (DBM) as a useful tool in integrating gender concerns and attributing a percentage of the budget of agency’s flagship development programs, projects and policies to the GAD budget.
