The National Gender and Development Resource Program


To address the increase in the demand for technical assistance on gender and development (GAD) mainstreaming, the PCW established the National Gender and Development Resource Program (NGRP). The NGRP is PCW’s blueprint for the provision of strategic, appropriate and effective technical assistance to National Government Agencies (NGAs) and Local Government Units (LGUs). It will involve the establishment of appropriate mechanisms on the provision of technical assistance on GAD anchored on the Magna Carta of Women and the Women’s Empowerment, Development and Gender Equality Plan 2013-2016 (Women’s EDGE Plan 2013-2016). The NGRP may also be expanded to lead in conducting GAD researches and serve as policy think tank on GAD.

The components of the NGRP are PCW technical assistance packages (GAD Budget Forum, Capacitating Line Agencies, Webinars and Technical Assistance Requests), GAD research and learning materials development and the GAD Resource Pool.

Profiling of the Gender and Development Resource Pool (Batch 2)

The GAD Resource Pool will be composed of individual and institutional members who will be trained and tapped by the PCW to provide technical assistance on GAD Mainstreaming. The GAD Resource Pool will utilize the gains from the creation of local mechanisms such as the Gender Resource Centers (GRCs) located in state universities and colleges (SUCs), the Gender Resource Networks (GRNs) composed independent GAD Experts and LGU staff capacitated on GAD PCW-implement ODA projects such as the GREAT Women Project.

After the successful convening of twenty (20) GAD experts during the “Levelling and Learning Session on GAD Technical Assistance of GAD Resource Pool Members (Batch 1)” conducted last November 4-6, 2013 at the Manila Grand Opera Hotel, the PCW is now opening the profiling for the second batch of the GAD Resource Pool. Qualified applicants for the second batch will be shortlisted on February 2014 and will be convened together with the members of the first batch on March 2014.

To facilitate this, GAD and Sectoral experts/trainers who would like to be part of the GR Pool may download and accomplish the NGRP-GAD Resource Pool Profile Form (Form A) and Training Needs Analysis (Form B) and submit the same for consideration to PCW through fax (02-736-4449) or email (tsd@pcw.gov.ph) starting November 15, 2013 to January 31, 2014.

PCW will form a Committee to select from the applications, 20-25 individual experts who will comprise the second of GR Pool members. Those who will not be included will be considered for the next batches. The PCW will officially notify all concerned by February 2014.
