Surigao Del Norte conducts planning workshop for mainstreaming gender


Surigao del Norte–Seven local government units (LGUs) of Surigao del Norte jointly held the Training and Planning Workshop for Mainstreaming Gender and Development in Programs, Projects and Activities’ (PPA) Monitoring and Evaluation at Siargao Island, Surigao del Norte last October 22-23, 2014.

Among participating municipalities were Sison and Mainit, partners of the Philippine Commission on Women-AECID Magna Carta of Women (MCW) Project. The AECID MCW Project extends capacity development, technical and funding support to pilot local government units that will craft and implement gender-responsive policies, plans, programs and activities for women’s economic empowerment and women’s social rights in Surigao del Norte and partner municipalities.

The planning workshop enabled the local project monitoring committee to more effectively incorporate gender and development (GAD) considerations in the monitoring and evaluation of Surigao del Norte’s programs, projects and activities (PPAs).

Participants levelled off anew on monitoring and evaluation basic concepts through refresher training. They later discussed how to mainstream GAD within project monitoring and evaluation. Writeshops that followed had participants develop province-wide guidelines, protocols and tools for applying the gender lens in monitoring and evaluating PPAs of the Province of Surigao del Norte. Participants are expected to soon create a monitoring and evaluation (M&E team) that regularly applies the gender lens to their Surigao del Norte PPAs.

“Genderizing the project monitoring and evaluation process ensures that Surigao del Norte projects consider gender differences, are made gender-responsive and address women’s concerns,” resource person Eric Libre said.

He added that “genderizing project monitoring and evaluation process” includes the use of gender-responsive approaches, strategies, methods, tools and gender indicators in developing the project M&E framework.
