1.0       This advisory is a supplement to the Philippine Commission on Women (PCW) Memorandum Circular (MC) No. 2016-03 dated 27 May 2016 on the Use of the Enhanced Gender Mainstreaming Evaluation Framework (GMEF)


2.0       As the oversight agency in the implementation of the Republic Act 9710, otherwise known as the Magna Carta of Women (MCW), the PCW annually monitors the gender mainstreaming performance of agencies, especially those with major roles in the implementation of the law. The PCW, through its Sectoral Coordination Division (SCD) annually conducts desk review and validation of the GMEF assessment ratings of agencies.


3.0       As provided in PCW Mc No. 2016-03, all government agencies are enjoined to use the enhanced GMEF in assessing the level of gender mainstreaming of their organization. The GMEF assessment results serve as inputs in the development and formulation of agencies’ respective GAD Agenda and annual GAD plans and budget (GPBs). It could also provide information to the PCW in identifying specific and appropriate strategic technical assistance on GAD, and help the agencies to further improve their GM performance in the succeeding years. The result of GMEF assessment also serves as reference for PCW’s incentive and awards system, the Gender and Development Transformation & Institutionalization through Mainstreaming of Programs, Agenda, Linkages & Advocacies (GADtimpala).


4.0       Hence, this advisory is to remind the aforementioned agencies with GMEF baseline to update their respective gender mainstreaming performances for the FYs 2020 and 2021 using the GMEF tool and submit to PCW for validation the ratings together with the means of verification (MOVs) on or before 10 November 2021. For those who have already submitted the 2020 GMEF MOVs, the PCW will request for the submission of agencies’ 2021 GMEF MOVs only. PCW will have a separate advisory to be sent for those agencies who have not yet submitted their GMEF assessment in order to come up with a whole of government agencies’ status of gender mainstreaming in the country.


5.0       The GAD Focal Point System (GFPS) members shall lead the GMEF assessment together with the representatives from relevant offices of the agency and may utilize the PCW GAD Webinar Series on Gender Analysis: Tools and Praxis which is accessible here: link 1 and link 2, as reference and guide in applying the GMEF tool.


6.0      An online validation with PCW officers may be conducted after the desk review of the submitted MOVs to finalize the GMEF ratings of the agency, upon request.
