1.0 This advisory is a supplement to the Philippine Commission on Women’s (PCW) Memorandum Circular (MC) No. 2016-03 dated 27 May 2016 on the Use of the Enhanced GMEF, which encourages government agencies to regularly undergo GMEF assessment. It aims to guide national government agencies on the submission of the GMEF self-assessment and validation of PCW.


2.0 The GMEF is a self-assessment tool that helps agencies evaluate their performance in gender mainstreaming – highlighting achievements and identifying areas for improvement in integrating the gender and development (GAD) perspective within their organizations.1 GMEF assessment results serve as inputs for agencies in developing their GAD Agenda and preparing annual GAD plans and budgets (GPBs). They also provide the PCW with valuable information to tailor strategic technical assistance, guiding agencies in further enhancing their gender mainstreaming performance in subsequent years.


3.0 The GMEF assessment shall be undertaken through a participatory and consultative process. It shall be led by the agency’s Gender and Development Focal Point System (GFPS) with the active involvement of representatives from relevant offices to ensure a comprehensive and evidence-based evaluation. 4.0 As the oversight agency for the implementation of the Magna Carta of Women (MCW) and other GAD-related policies, the PCW annually monitors the gender mainstreaming performance of government agencies, with particular focus on those mandated to play key roles in the law’s implementation. Through its Sectoral Coordination Division (SCD), PCW conducts desk review and validation of agencies’ GMEF assessment ratings to ensure accuracy, consistency, and compliance with established standards.


5.0 As of 31 December 2025, one hundred thirty-nine (139) out of two hundred seventy-eight (278)2 government agencies, or fifty percent (50%), have submitted their self-administered GMEF assessment results. These submissions have undergone desk review and validation by the PCW to confirm the accuracy of the reported ratings.


6.0 In view thereof, all government agencies that have not yet established their GMEF baseline assessment are hereby enjoined to accomplish and submit to the PCW their respective GMEF self-assessment and rating, covering the period FY 2023 to FY 2025. The submission shall include complete and verifiable means of verification (MOVs) to substantiate the reported rating. All required documents must be submitted to PCW on or before 30 June 2026.


7.0 Furthermore, agencies with established GMEF baselines are reminded to update their gender mainstreaming performance for FY 2025. The submission must include the corresponding MOVs to support the validation of ratings and shall be submitted on or before 30 June 2026.


8.0 GMEF submissions will be validated from July to October 2026. To ensure an efficient assessment process, agencies are strongly encouraged to use the prescribed template and submit documents electronically via gmef@pcw.gov.ph. Submissions must include the completed GMEF Scoresheet with self-assessment ratings and corresponding Means of Verification (MOVs), organized in clearly labeled folders according to the four entry points: Policy, People, Enabling Mechanisms, and Programs, Projects, and Activities (PPAs). Hard copy submissions, if preferred, should follow the same prescribed format and folder organization.


9.0 An online validation with PCW officers may be conducted after the desk review of the submitted MOVs, to finalize the agency’s GMEF ratings.
