Strengthening Gender-Responsive Climate Action:
PCW-CCC Partnership Recognized During Global Warming
and Climate Change Consciousness Week

affirming the PCW’s commitment to gender-responsive and inclusive climate action.



A significant step towards a gender-responsive and climate-resilient Philippines was marked as the Philippine Commission on Women (PCW), led by Chairperson Ermelita V. Valdeavilla, received recognition from the Climate Change Commission (CCC) during the 18th Global Warming and Climate Change Consciousness Week event held in Manila on November 25, 2025.


PCW was among the government agencies honored for championing inclusive climate action and was recognized as one of the CCC’s steadfast partners in integrating gender perspectives across national climate resilience efforts.


The CCC emphasized the need to broaden climate networks, strengthen multi-sectoral collaboration, and scale up climate solutions that prioritize the most vulnerable communities. The recognition ceremony underscored the shared commitment to building an equitable, inclusive, and climate-resilient Philippines through sustained inter-agency partnerships.




CCC Vice Chairperson and Executive Director Robert E.A. Borje commends awardees,
noting they represent crucial pillars like education, research, and clean energy in the fight against climate change.



Chairperson Valdeavilla expressed her gratitude to the CCC and reaffirmed the PCW’s commitment to advancing gender-responsive climate initiatives. “We thank the CCC for recognizing that a truly climate-resilient Philippines is one that is gender-responsive, equitable, and inclusive. Let us harness this momentum to accelerate the expansion of programs that protect the most vulnerable and empower women as leaders in shaping a sustainable future,” she said.



Strengthening Gender-Responsive Climate Action: PCW–CCC Key Initiatives


Since the formal establishment of the partnership in 2018, PCW and CCC have collaborated on various efforts to mainstream gender in climate resilience work, including:


  • Capacity Building:

Conducting training on gender analysis, gender tools, and Gender and Development (GAD) planning and budgeting for CCC GAD Focal Point System members and program implementers.


  • Technical Support in Climate Policy Development:

Providing gender integration support for key climate instruments, including the National Adaptation Plan and the Nationally Determined Contribution (NDC) Gender Action Plan. PCW also contributes to the gender workstream of the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties, reinforcing the country’s advocacy for gender-responsive climate action.


  • Collaborative Research and Policy Initiatives:

PCW participation in the Memorandum of Understanding with the International Development Law Organization (IDLO), Department of Environment and Natural Resources (DENR), and CCC under the project “Advancing Women’s and Girls’ Action through the Rule of Law,” which produced an assessment of the gender-responsiveness of Philippine climate and environmental laws and policies.




Honorees and awardees from various government agencies, academic institutions, private organizations, and individuals are recognized for their contributions in sectors essential to tackling the worsening climate crisis. These sectors include education, research, governance, clean energy, humanitarian work, and public communication.
