Province of Pangasinan GAD LLH: Ending Violence Against Women and Children through Comprehensive Services



The Province of Pangasinan was one of the seven (7) LGUs recognized by the PCW in March 2019 for its notable efforts and sustained implementation of a Crisis Intervention Center, a facility that responds to cases of individuals and families in crisis situations.



Pangasinan Crisis Intervention Center

The Pangasinan Crisis Intervention Center (PCIC), is residential-care facility established in 2006 as a special unit of Provincial Social Welfare and Development Office (PSWDO). It operates on a 24-hour basis and currently has 13 personnel composed of 9 females and 4 males, who caters to individuals and families in difficult circumstances and crises situations such as victim-survivors of physical, sexual, psychological, economic abuse, and human trafficking. The Center follows a protocol in providing integrated services to victim-survivors such as rescue and protection, financial assistance and referrals for medical, legal, and psychosocial services to its clients. In receiving walk-in, referred, and rescued clients, the PCIC conducts assessment first to identify whether the client is for admission or needs other forms of intervention.  Basic necessities such as food, clothing, and hygiene kits are provided to clients as well as psychological assessment, if needed. In terms of violence against women and their children (VAWC) cases, the Center follows a protocol in handling the victim-survivors in which they prepare a dialogue form aside from the General Intake Sheet. Prior to the discharge of the client, the Center conducts an evaluation whether the client needs to be transferred to other agencies for further intervention or may already be reintegrated to their family or relatives. The Center’s facility can accommodate an average of 20 clients for temporary shelter for up to seven (7) days. It also operates a hotline that provides phone-in information and counseling services.



Since its establishment, the Center has served around 4,000 clients from the province and residents from nearby regions. Their clients were mostly individuals in crisis situation, senior citizens, and solo parents. PCIC also conducts awareness raising campaigns on child sexual abuse and gender-based violence (GBV) in different schools and barangays in the Province.


The Province of Pangasinan remains steadfast and committed in fighting and eradicating all forms of GBV through the PCIC. The Center continues to strengthen its coordination with other stakeholders in the implementation of its services and programs to the community. With this, the PCIC contributes in the attainment of GEWE Plan 2019-2025 Strategic Goal to significantly reduce GBV and enhance gender perspective in justice, security, and peace interventions.
