PCW Statement on the UAAP’s Decision
to Equalize Pay of Women and Men Referees
The Philippine Commission on Women (PCW) welcomes the University Athletic Association of the Philippines’ (UAAP) decision to standardize the pay for referees across both men’s and women’s basketball divisions. This is the right and lawful action expected under the Philippine laws and policies.
The said move comes after calls from various groups, including female athletes advocacy group “Go Hard Girls,” who raised concerns about the lower pay for referees officiating the women’s basketball division compared with men’s division, which runs contrary to the spirit of the Magna Carta of Women (Republic Act 9710). Well done, Go Hard Girls, and thanks to women leaders, like Senator Pia Cayetano who supported the campaign.
PCW also called the attention of the UAAP management, reminding its officials that there is no place for discrimination against women and girls in the Philippines. The government signed in 1980 and ratified in 1981 the UN Convention on the Elimination of All Forms of Discrimination Against Women, which binds the Philippines to an obligation to eliminate all forms of discrimination against women and girls in laws and practices.
The UAAP’s action is a significant step toward realizing gender equality in Philippine athletics. The openness of the association’s leadership to quickly act on constructive criticism and improve their systems is notable and should be emulated by other sporting organizations. This decision is a powerful reminder that gender equality strengthens institutions, affirming that fairness and respect are the true foundations of athletic excellence.
Again, PCW recognizes and commends the collective efforts of athletes, advocates, lawmakers, and sports organizations, who raised this issue and stood for fairness and inclusivity. Their action underscores that gender equality is not merely a women’s concern but a shared responsibility that strengthens institutions and communities alike.
As the primary policymaking and coordinating body on gender equality and women empowerment, PCW remains steadfast in working with sports bodies, educational institutions, and policymakers to ensure that gender equality and non-discrimination are consistently upheld—within and beyond the playing field.
