PCW Statement on Inappropriate Remarks About Solo Parents by an Election Candidate
The Philippine Commission on Women (PCW) commends the Commission on Elections (COMELEC) for its swift response to the offensive remarks made by an election candidate against solo parents, particularly solo mothers, in a widely circulated video. These remarks not only undermine women’s dignity and rights but also contradict the core values of fairness and equality that should guide our electoral process. PCW firmly asserts that such discriminatory rhetoric has no place in public discourse, particularly during election periods, and may also be in violation of COMELEC Resolution No. 11116, which establishes guidelines for anti-discrimination and fair campaigning, mandating candidates to refrain from making derogatory statements and to uphold respect and equality for all individuals, particularly women.
PCW acknowledges the public’s active engagement in reporting these harmful remarks and their heightened awareness of what should not be tolerated. This collective vigilance signals a significant shift toward fostering a culture of respect and equality, where harmful gender stereotypes and discrimination are actively challenged. As reiterated in our January 2025 statement, the rights of women, as enshrined in the Magna Carta of Women (MCW) and other related laws, must always be upheld. Remarks that belittle or objectify women not only violate these legal protections but also perpetuate harmful stereotypes and gender-based violence.
While the candidate in question has issued an apology, his refusal to fully take responsibility by shifting the blame to the uploader of the video and justify his remarks as an effort to “liven up the crowd” exposes a deeper issue in political discourse. Public platforms must not be used to normalize sexist humor or reinforce harmful stereotypes under the guise of entertainment. Campaigns should serve as a venue for meaningful discussions on policies and issues that directly impact the lives of Filipinos, not as a stage for inappropriate jokes at the expense of marginalized groups. Elevating the level of discourse in elections is not merely a moral responsibility—it is a necessity for a more inclusive, respectful, and progressive society.
As we approach the 2025 elections, it is imperative that we demand more from those who seek public office. Leadership must be rooted in integrity, respect for dignity, and a strong commitment to equality. Public officials must lead by example, and their actions must reflect these values. PCW urges all candidates to engage in responsible and respectful campaigning, prioritizing substantive discussions over rhetoric that demeans or discriminates. Candidates who are unfamiliar with gender-sensitive communication and women’s rights must seek guidance from their gender focal points or directly from PCW for proper coaching.
PCW also calls on the public to remain vigilant and engaged, actively participating in this critical event. Citizens are encouraged to report any similar incidents to COMELEC, the appropriate authority for addressing such matters. Together, we must reinforce the principle that elections should be a platform for advancing rights, not undermining them.
