PCW relaunches GADtimpala as official awards and incentives system





The Philippine Commission on Women (PCW) relaunched the GADtimpala Awards as its official awards and incentives system during the 9th Anniversary Celebration of the Magna Carta of Women (MCW) at the Philippine International Convention Center on August 14, 2019.


GADtimpala stands for “Gender and Development Transformation & Institutionalization through Mainstreaming of Programs, Agenda, Linkages & Advocacies.” It aims to recognize deserving entities, government agencies, and local government units for their outstanding performance in gender mainstreaming and the effective implementation of gender-responsive programs. Such programs should have visible impacts in terms of upholding women’s rights, achieving gender equality and empowerment, and transforming women’s and men’s lives.



PCW Brand

PCW Board of Commissioners Resolution No. 001 s. 2018 established the brand “GADtimpala” as the official GAD Incentives and Awards System of the PCW.


The resolution operationalizes the provisions of Section 42 of Republic Act No. 9710 or the MCW, which mandates the establishment of “an incentives and awards system which shall be administered by a board under such rules and regulations as may be promulgated by the PCW to deserving entities, government agencies, and local government units for their outstanding performance in upholding the rights of women and effective implementation of gender-responsive programs.”


The resolution further provided that the PCW reserved the right to use the acronym and coined “GADtimpala” or “Gadtimpala” to preserve its meaning, identity, purpose, and association with the PCW. As such, the use of “GADtimpala” or “Gadtimpala” by other entities, whether public or private, may be allowed provided that such undertaking shall be in partnership with the PCW and that the guidelines, rules or criteria for screening, validation, and selection shall be reviewed and approved by PCW. Its use shall be guided by the provisions of Section 176.1 of Republic Act No. 8293 or the Intellectual Property Code of the Philippines.


Year-long selection for National Government Agencies Starts

GADtimpala 2018 shall cover national government agencies only. The awards will be conferred to deserving agencies on August 14, 2019, in time for the 10th anniversary of the MCW. Meanwhile, recognition of local government units and higher educational institutions will be done in the future.


The 2018 search links the selection of winners with the monitoring and validation of results of agency efforts in gender mainstreaming using the Gender Mainstreaming Evaluation Framework (GMEF). GMEF is a self-assessment tool PCW and government agencies use to assess their overall gender responsiveness and commitment to promoting gender equality for their personnel and clients. This is a major improvement from the previous round based on nominations.


The GADtimpala 2018 shall cover the period from enacting the Magna Carta of Women in 2009 until December 2018. It has two award categories: the GADtimpala for Outstanding Gender-Responsive Agency and the GADtimpala for Outstanding Gender-Responsive Program. The latter award is subcategorized into two – the Outstanding Gender-Responsive Flagship Program and the Outstanding Gender-Responsive Women-Focused Program.


Depending on the final score reached by prospective awardees after the validation process, they may be conferred with either a Bronze, Silver, or Gold award.


Awardees shall receive a plaque of recognition or trophy bearing the official seal of the GADtimpala Awards.

Applications shall be submitted to the GADtimpala 2018 Secretariat c/o The Policy Development Planning, Monitoring and Evaluation Division of the PCW until February 28, 2019.
