PCW Memorandum Circular No. 2025-04: Exclusive Proprietary Rights of the Philippine Commission on Women Over the Use of GADtimpala Award

The Philippine Commission on Women (PCW), as the primary government machinery for gender equality and women’s empowerment, is mandated by Section 42 of Republic Act No. 9710, otherwise known as the Magna Carta of Women (MCW), to establish an incentives and awards system which shall be administered by a board under such rules and regulations as may be promulgated by the PCW to deserving entities, government agencies, and local government units for their outstanding performance in upholding the rights of women and effective implementation of gender-responsive programs.

To this end, the PCW Board of Commissioners Resolution No. 001 s. 2018 established the brand “GADtimpala” as the official GAD Incentives and Awards System of the PCW, embodying the principles of excellence, innovation, and commitment to gender equality.

This Memorandum Circular aims to clarify  PCW’s exclusive propriety rights over the GADtimpala brand and ensure its consistent and strategic application.




This Memorandum Circular aims to establish PCW’s exclusive ownership and control over the “GADtimpala” brand to protect its integrity and reputation, and ensure it is used only for PCW-led and PCW-authorized GAD awards and rewards initiatives.




3.1. GADtimpala as a Title

“GADtimpala” is an acronym which stands for “Gender And Development Transformation and Institutionalization through Mainstreaming of Programs, Agenda, Linkages and Advocacies.” It is a term coined from the words “GAD” and “gantimpala.” 

GAD, which stands for “Gender and Development”, is a development perspective adopted by the Philippine government  to achieve gender equality as a fundamental value that should be reflected in development decisions, as well as to transform society’s social, economic and political structures and question the validity of traditional gender roles they ascribed to women and men; while “gantimpala” is a Filipino word for “award or reward”. Hence, the word “GADtimpala.”


3.2. GADtimpala Logo

The GADtimpala logo has a golden, silver and bronze ‘tapis’ covering the pelvic area of a woman.

It symbolizes the state’s (duty bearers) role in protecting women from all forms of violence and discrimination and in promoting women’s rights and empowerment. The tri-color tapis represent the award categories (gold, silver, bronze) to match, for aesthetic purpose, with the color of the dove — either gold, silver or bronze — depending on the award received by an agency.


3.3. GADtimpala Trophy

The GADtimpala Trophy is called LIWANAG, an  image of a Filipino woman who symbolizes women’s fortitude, dignity, progressiveness, compassion, and grace. The Pearl of the Orient radiating every Filipino woman’s spirit, wisdom, grace, and long history of bravery and valor. Her stance represents the woman’s entire quest for empowerment and equality.

The GADtimpala Trophy is conferred to outstanding government agencies and programs that have successfully pushed gender equality and women’s empowerment in the country.




4.1. While “no copyright shall subsist in any work of the Government” Section 176.1 of R.A. No. 8293 provides that “prior approval of the government agency or office” is necessary for the use of any of its work. Notwithstanding the provision, the Government may prohibit the use of any of its work.

Therefore, the GADtimpala brand, including its logo, tagline, and associated visual elements, is the exclusive property of PCW, in which PCW rightfully prohibits the use thereof.

4.2. “GADtimpala” shall only be used for PCW-led and PCW-authorized awards and rewards initiatives.

4.3. No agency or office, whether public or private, shall use the “GADtimpala” brand in any manner that could misrepresent PCW or damage its reputation. 

4.4. Any unauthorized use of “GADtimpala” and any materials related to it will be subject to corrective action, which may include removal of the unauthorized use or disqualification from PCW’s awards and incentives system.

4.5. The “GADtimpala” brand shall not be used to endorse any political agenda, advertise commercial products, public events and campaigns, and any other initiatives.

4.6. Any person with knowledge of any unauthorized use of “GADtimpala” or any materials related to it is encouraged to immediately report the details and evidence via email addressed to the PCW Chairperson, Ms. Ermelita V. Valdeavilla at chairperson@pcw.gov.ph. All reports received by the PCW shall be treated with utmost confidentiality in accordance with the Data Privacy Act of 2012.

4.7. The PCW reserves the right to take any appropriate action against the unauthorized or improper use of the “GADtimpala” brand.
