PCW Memorandum Circular No. 2025-03: Guide on the Preparation and Submission of the “Estado ni Juana Report” for the National Women’s Month Celebration

1.0 Background and Rationale
1.1. In line with the Philippine Commission on Women’s (PCW) call to organize meaningful and relevant activities that directly engage marginalized sectors on the conduct of the National Women’s Month Celebration (NWMC), heads of Executive Departments, National Line Agencies, Bureaus, Offices, State Universities and Colleges (SUCs), Government-Owned and/or Controlled Corporations (GOCCs), Legislative and Judiciary Branches, Constitutional Bodies, and Local Government Units are enjoined to come up with their own “Estado ni Juana Report” highlighting their gender mainstreaming accomplishments, impact of their programs, activities and projects (PAPs) to women and girls, especially those from underserved communities and marginalized sectors.
2.0 Presentation of the Report
2.1. As provided in the suggested activities for stakeholders for the NWMC under PCW Memorandum Circular No. 2025-01, the presentation of the Estado ni Juana report may be conducted during the following events: NWMC-themed Flag Raising Ceremony, GAD Forum / GAD Agenda Setting, “Serbisyo para kay Juana” or as a stand-alone activity titled “Pag-uulat ng Estado ni Juana sa [name of the agency/region or LGU]. Additionally, stakeholders are encouraged to address and present and/or disseminate the report to their constituents through social media to ensure wider reach and engagement.
3.0. Format and Content of the Report
3.1. Agencies and offices are encouraged to use the Gender Equality and Women’s Empowerment (GEWE) Plan 2019-2025[1] as reference format in developing the report.
The report should highlight the accomplishments in mainstreaming gender in the agency and with emphasis on outcomes or impact to stakeholders, specifically visible and verifiable positive improvements on the lives of women and girls. It is essential to structure the report using the relevant or all of the following seven (7) Strategic Goal Areas under the GEWE Plan 2019-2025 specifically:
3.1.1. Expanded Economic Opportunities for Women
a. Trade, Industry, Services
b. Agriculture, Fishery and Forest
c. Labor and Employment
3.1.2. Accelerated Human Capital Development through Investing in Gender Equality and Women’s Empowerment
a. Health and Nutrition
b. Education
c. Shelter
3.1.3. Significant Reduction in Gender-Based Violence and Enhanced Gender Perspective in Justice, Security and Peace
a. Gender- Based Violence and the Justice System
b. Women, Peace and Security
3.1.4. Expanded Opportunities for Women’s Participation, Leadership and Benefits in Disaster Resilience and Humanitarian Action
a. Disaster Risk Reduction and Management
3.1.5. Expanded opportunities for Women’s Participation, Leadership and Benefits in Science, Technology and Innovation, ICT, Infrastructure, and Energy
a. Science, Technology and Innovation and Information
Communications Technology
b. Infrastructure and Transportation
c. Energy
3.1.6. Enhanced Women’s Participation, Leadership and Benefits in Politics and Government Service
a. Women and Politics
b. Women and the Civil Service
3.1.7. Transformed Social Norms and Culture Promote Gender Equality and Women’s Empowerment
a. Transforming Gender Norms and Culture
3.2. Strategic goal areas that are not part of the agency’s mandate or target sector, may be skipped.
3.3. With the intent to reach and inform stakeholders on the collective efforts that have led to more meaningful and strategic outcomes significantly contributing to the improved status and condition of Filipino women especially the vulnerable and marginalized groups, the report should include the following:
3.3.1. Outcome Results – include key data and indicators that demonstrate the accomplishments of the specific PAPs. This could include statistical data/information on education, health, women’s participation in politics and government service, economic participation, or gender-based violence prevention.
3.3.2. Impact Narratives – provide stories, testimonials, or case studies from women and girls who have benefited from the programs. Include their personal journeys, achievements, or transformations resulting from the agency’s initiatives.
3.3.3. Strategic Action Plan – moving forward, highlight the agency’s strategic priorities for the future in terms of gender equality and women’s empowerment. This could include their GAD Agenda or other plans for scaling up successful programs, targeting emerging issues, or aligning with evolving gender policies at the national or international level.
3.3.4. Special Section – the report may also include additional sections or parts that should be highlighted, as deemed necessary.[2]
4.0. Submission of Report
4.1. All reports shall be submitted to PCW through pdpmed.monitoring@pcw.gov.ph on or before March 31, 2025. The reports shall be utilized in the drafting of the Estado ni Juana National Report.
5.2. For guidance and appropriate action. Your cooperation is greatly appreciated and your submission will be incorporated in national reports that will be prepared later by the PCW.
