PCW Memorandum Circular No. 2019-03: 10th Anniversary Celebration of the Magna Carta of Women

Subject10th Anniversary Celebration of the Magna Carta of Women

August 14, 2019 marks the 10th anniversary of the enactment of the Magna Carta of Women or MCW (RA 9710). Considered as the national translation of the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Magna Carta of Women is a product of close to a decade advocacy of women’s rights groups amidst opposition from various parties.

In his State of the Nation Address (SONA) in 2016 and 2017, President Rodrigo Roa Duterte called for the implementation of the Magna Carta of Women down to the barangay level.

In celebration of the 10th anniversary, the PCW is calling on stakeholders to conduct meaningful activities under the theme “MCW@10: Empowering Women.”


Government agencies and instrumentalities at the national, regional and local levels, including local government units (LGUs) are enjoined to conduct any of the following activities:

1. Internal assessment on the implementation of the Magna Carta of Women

Agencies are encouraged to revisit the Magna Carta of Women and its Implementing Rules and Regulations (IRR) and track their own progress in implementing the sections directly related to their mandates.

Results of the internal assessment shall be used as an input to their annual Gender and Development (GAD) Planning and Budgeting and in crafting their respective GAD Agenda.


2. Organization or co-organization of activities at the agency, regional, or local level

2.1. All government agencies and local government units are encouraged to conduct their own MCW@10 activities and information drive to promote knowledge about the law and its IRR, as well as their notable GAD accomplishments that contribute in the 10 years of implementation of Magna Carta of Women.

2.2. Those at the regional and local level may consider coordinating with their respective regional and local GAD mechanisms such as the Regional GAD Councils in holding interagency activities aimed at strengthening the implementation and monitoring of the Magna Carta of Women in their localities.

2.3. The use of the All-Women Cast Lupang Hinirang Video for all MCW@10 activities is also encouraged.  

2.4. All government agencies are encouraged to like and share social cards, infographics and other IEC materials on MCW@10 posted in PCW’s Official Facebook and Twitter pages. They are also encouraged to share information about their activities online using hashtag #MCWat10.


3. Participation of key officers in the PCW-hosted event, MCW@10: Empowering the Filipino Women on August 14, 2019 at the PICC (by invitation only)

The MCW@10 program will serve as the venue for PCW to recall the experiences of women who advocated for the passing of the Magna Carta of Women into law, report on the important accomplishments after 10 years of implementation of the law, recognize those who have notable accomplishments, and identify challenges encountered and actions for improved implementation of the Act.

Expenses related to the implementation of Magna Carta of Women, particularly for this year’s MCW@10 Anniversary may be charged to the 2019 GAD Budget of agencies and LGUs, and may be reflected in their 2019 GAD accomplishment reports.
