PCW Memorandum Circular 2014-02: Implementation of the Women’s Empowerment, Development and Gender Equality Plan, 2013-2016

We are pleased to share the final draft of the Women’s Empowerment, Development and Gender Equality Plan, 2013-2016 (Women’s EDGE Plan). The Women’s EDGE Plan aims to operationalize the Magna Carta of Women (MCW or RA 9710) and to fulfill the President’s Social Contract No. 13 (“from a lack of concern for gender disparities and shortfalls to the promotion of equal gender opportunity in all spheres of public policies and programs”).


The Plan shall guide the mainstreaming of the gender perspective in agency programs to fulfill their obligations under the MCW. More concretely, it will inform the preparation of GAD plans and budgets of agencies as it highlights priority gender issues and strategies for inclusion in their GAD plans and budgets.


The Women’s EDGE Plan has been presented to and endorsed by the PCW Board of Commissioners (May 21, 2013), the NEDA SDC Technical Board (October 16, 2013), and most recently (January 23, 2014), was presented to the combined (Human Development and Poverty Reduction Cluster (HDPR) and NEDA Board Social Development Committee (SDC). Previous to these processes, the plan went through consultations and validation sessions with concerned stakeholders as well as through further review by agencies and GAD experts.


Awaiting additional inputs from the HDPR-SDC members until 31 January 2014, PCW has been given the go-signal to circulate the final draft to agencies as a reference in the preparation of the 2015 annual gender and development plan and budget, deadline for PCW endorsement for which is February 28, 2014 as stated in PCW Memorandum Circular 2013-02 issued on 25 September 2013. We, therefore, strongly enjoin concerned agency heads and local chief executives to ensure the implementation of the Plan by mandating their GAD focal point system to take into consideration the gender issues and strategies in the relevant chapters of the Women’s EDGE Plan in their FY 2015 and FY 2016 GAD plans and budgets. Please be reminded that the PCW will take into account the Women’s EDGE Plan in reviewing and endorsing agency GAD Plans and Budgets.
