PCW holds series of Regional GAD Budget Fora

The Philippine Commission on Women (PCW), in partnership with the Regional Gender and Development Committees (RGADCs), is conducting a series of Regional GAD Budget Fora in October and November 2018.

Slated to be held in five regions across the country, the first leg of the series was held in Butuan City, CARAGA Region last October 2 and 3. Each leg of the series is open for budget officers and GAD Focal Point System (GFPS) members of regional line agencies and state universities and colleges for the first day, and local government units for the second day. 

Highlights of the activity include substantive discussions on the guidelines and processes for the preparation of the annual GAD Plans and Budgets and Accomplishment Reports; use of the Harmonized GAD Guidelines tool in planning and budgeting; formulation of multi-year GAD agenda; and presentation of Commission on Audit’s Revised Guidelines in the Audit of GAD Fund and Activities in Government Agencies.

“This is the first time that PCW is holding a series of Regional GAD Budget Fora with our partner RGADCs. This undertaking is in line with our efforts to localize the Magna Carta of Women. We hope that budget officers and members of the GAD Focal Point System will attend the fora to clarify issues and concerns related to GAD planning and budgeting,” PCW Executive Director Emmeline L. Verzosa noted.

Budget and Management Analyst Eva Jane Lagat of the Department of Budget and Management – CARAGA shared that she hopes PCW can regularly conduct the Regional GAD Budget Fora. 

“It is our desire to address gender gaps in our organization as well as that of our clients. This activity will educate us in formulating programs and projects that are gender-responsive,” Lagat added. 

CARAGA-based Philippine Army Budget Officer, 1Lt. Wilfredo Agor shares the same observation, but hopes that a more in-depth seminar can be offered by PCW in the regions.

“It is better to have a training. Not all budget officers know how to do the GAD plan; it is still the GFPS members who know how to prepare it. That is why for me, having a training would be best,” Agor said in Filipino. 

Meanwhile, Ms. Clarissa Calingin Rosales, Terminal Manager at the Philippine Ports Authority in CARAGA encourages budget officers and GFPS members to attend the activity in the other regions. 

“A lot of agencies were able to share their knowledge and issues. If we have issues common to us, we could have a GAD project that could be implemented in our region so we could maximize results. We can learn from each other; we can align our agency plan with other development plans in the region so more people could benefit. I think that is the best part of having a Regional GAD Budget Forum,” she noted. 

Also supported by the Philippine Charity Sweepstakes Office, the Regional GAD Budget Fora will be conducted in the Cordillera Administrative Region, and Regions I, V, and VII. 

For registration, interested regional line agencies, SUCs, as well as city, provincial, and municipal level LGUs shall coordinate directly with the RGADC contact points listed below.
