PCW certifies Naga City as GAD Local Learning Hub


The Philippine Commission on Women (PCW) has certified Naga City as a Gender and Development (GAD) Local Learning Hubduring the City’s week long celebration of National Women’s Month on March 13 at the Plaza Rizal.

Naga City was recognized by the Commission for providing multi-sectoral and community-based programs to address gender-based violence and in setting up facilities to strengthen women-led enterprises and promote local economic development.

PCW Board Member Dr. Paloma B. Papa, representing the Business and Industry Sector, together with technical officers from the Technical Services and Monitoring and Evaluation Divisions presented the markers to Naga City Mayor John G. Bongat. Other recipients of the markers are Naga City BantayFamilia Inc. represented by Councilor Cecilia B. Veluz-De Asis, Naga City BantayFamilia Chairperson and to Barangay GrOW (Growing Opportunities for Wealth) Negosyo Program headed by Acting PESO Manager Reuel Oliver and Barangay GrOWNegosyo Program Accounts Officer Chong Penolio.


In her message, Dr. Papa congratulated Naga City for being one of the five LGUs certified by PCW as GAD Local Learning Hub. She commended the leadership and commitment of the City’s local leaders in pursuing gender mainstreaming. She challenged the officials of Naga City to continuously enhance local programs to ensure that it is responsive to the needs and concerns of its constituents. She also reiterated the importance of informing PCW of the results of the City’s gender mainstreaming efforts as inputs in the development of national policies and programs on GAD and in the improvement of interventions for LGUs.

In his acceptance speech, Mayor Bongat emphasized that the award belongs to Naga City, its officials and to all men and women constituents. He said that City is honored to be a recipient of the PCW Certification as GAD Local Learning Hub and he accepts the challenge to continuously enhance their programs and serve as an influence to other LGUs in mainstreaming GAD at the local level through the exerted efforts of all stakeholders.

The certification of local learning hubs is an initiative of the PCW under its Local GAD Resource Program to identify and showcase notable efforts on gender mainstreaming at the local level. It aims to institutionalize the sharing and replication of LGU experiences to strengthen GM efforts.
