PCW Announces the Shortlisted LGUs for GAD Local Learning Hub (LLH) Batch 4
The Philippine Commission on Women (PCW) is pleased to announce the shortlisted Local Government Units (LGUs) for Batch 4 of the Gender and Development (GAD) Local Learning Hub (LLH) Certification Program.
The GAD LLH serves as the official GADTimpala (Gender and Development Transformation and Institutionalization through Mainstreaming of Programs, Agenda, Linkages, and Advocacies) Award System of PCW for LGUs. Through this program, PCW recognizes exemplary LGU initiatives in gender mainstreaming and promotes the exchange, adaptation, and scaling up of effective GAD practices. The GAD LLH Certification highlights learning hubs that demonstrate responsive, innovative, and sustainable approaches to addressing gender issues at the local level, thereby advancing gender equality and women’s empowerment across communities.
From a total of 23 LGU applicants nationwide, 17 LGUs met the minimum requirements for shortlisting based on their consolidated scores across the four entry points—policies, people, enabling mechanisms, and programs/activities/projects—and their validated results under the Gender-responsive LGU (GeRL) Assessment Tool. The shortlisted LGUs demonstrated stronger institutional foundations, more advanced gender mainstreaming practices, and clearer documentation of their GAD mechanisms and initiatives.
Collectively, the shortlisted LGUs proposed 38 gender-responsive programs and facilities for validation. These initiatives will undergo further assessment to determine their viability, functionality, impact, sustainability, and potential for replication by other LGUs.
In the next phase, PCW-Technical Services and Regional Coordination Division (TSRCD) will conduct validation visits on mutually agreed schedules in 2026 to verify submitted information and assess on-the-ground program implementation. The validation process will include program briefings, consultations with implementers and beneficiaries, and on-site inspections, and will also serve as a platform to discuss the proposed Partnership Agreement between PCW and the concerned LGUs.
Shortlisted LGUs may likewise be required to submit results from applicable Harmonized Gender and Development Guidelines (HGDG) and Planning, Implementation, Monitoring, and Evaluation (PIMME) checklists, particularly for programs or facilities that do not directly address gender issues, to further substantiate their gender-responsiveness.
All shortlisted LGUs will be formally notified and will proceed through the remaining stages of the GAD LLH Certification Process. PCW congratulates the shortlisted LGUs and extends its appreciation to all applicants for their continued commitment to advancing gender equality and women’s empowerment in local governance.
