Nominations for PCW NGO Board Commissioners
The Philippine Commission on Women (PCW), the government’s primary policy-making and coordinating body on women’s empowerment and gender equality is pleased to announce that the nominations for the following NGO Board Members representing the following sectors is still open:
1. Health and Science
2. Business and Industry
3. Culture
4. Elderly and Disabled
5. Youth
6. Indigenous Peoples
Qualifications
– Acknowledged advocate with solid experience in working on gender
equality and women’s issues and concerns in the respective sectors they
represent;
– Adhered to the ethical principle of integrity and fairness, must be
willing to work with diverse women’s groups, and with extensive
engagement in women’s human rights; and
– Capability in implementing the frameworks on women’s rights, gender
equality, women’s empowerment, CEDAW, Gender and Development (GAD),
Magna Carta of Women (MCW) and other women-related laws.
Functions
The functions of PCW Board Members are the following:
1. Set the direction of the PCW and along this line formulate policies
and recommend measures to address gender issues in various sectors;
2. Review and approve national plans on gender equality and women’s
empowerment and monitor the integration of gender perspective in
national development plans;
3. Review the progress of gender mainstreaming in the Philippines and recommend measures to address gaps;
4. Review and approve Philippine reports on the implementation of
national laws and policies as well as international conventions on
gender equality and women’s empowerment;
5. Update and/or bring to the attention of the Board critical gender
issues of their sector or area of concern and recommend measures and
specific interventions;
6. As needed, invite other department secretaries or their
representatives to sit in the Board on ad hoc basis to assist in
addressing specific concerns of women, and for the same purpose, create
advisory committees or technical working groups with members coming from
various government agencies and non-government organizations and as
needed the private sector, academe, local government units;
7. Act as a special body to establish and implement an incentives and
award system to recognize outstanding initiatives and performance on
gender and development in and among government, non-government and
private sector groups and individuals; and,
8. Endorse qualified women to top-level posts in government and in
international bodies and encourage the participation of all sectors of
women in endeavours promoting their welfare and development.
In addition, the members are expected to:
9. Attend regular Board Meetings and relevant committee or subcommittee meetings that may be created by the Board;
10. Represent the PCW in local, national or international meetings, conferences and other events;
Interested organizations should be guided by the following Terms and Conditions:
– As representative of their sector, NGO members of the Commission
serve on ex-officio basis and are not expected to serve on full-time
basis. They are expected to attend Board Meetings and perform the
above-stated duties and responsibilities without any salary or
compensation.
– Each NGO member who participates in PCW-called or requested meetings
is entitled to a per diem of P4,250 per meeting but not to exceed 4
meetings a month. The per diem is intended for transportation expenses
within Metro Manila.
– If requested to travel outside of Metro Manila or outside the
country, PCW pays for regular travel expenses which include
transportation and per diems (to cover hotel and food) for the duration
of the travel. In the same manner, NGO Sectoral Members living outside
of Metro Manila will be provided travel expenses (transportation and
accommodations) following government accounting and auditing rules, to
attend meetings or relevant activities in Metro Manila.
Nominating entities must accomplish the Nomination Form signed by the nominee as a gesture of acceptance to the nomination. The nomination form shall be accompanied with the Curriculum Vitae of the nominee together with endorsement letter/s from her organizations and networks.
