PCW Memorandum Circular 2016-04: Updating of GAD Focal Point System Profile and Database

SubjectSubmission of Policy Issuances on the Creation, Reconstitution and or Strengthening of the GAD Focal Point System (GFPS) and Updated Directory of GFPS Members  

The Philippine Commission on Women (PCW) reminds heads of agencies to establish and strengthen their GAD Focal Point System based on the Magna Carta of Women and PCW Circular No. 2011-01. The GFPS is an interacting and interdependent group of people in all government agencies tasked to catalyze and accelerate gender mainstreaming within the agency. The GFPS is expected to advocate, guide, coordinate, and monitor the development, implementation, review and updating of their GAD plans and GAD-related programs, activities and projects (PAPs).


Relative to our function to monitor the implementation of the MCW, PCW is updating the directory of agency GPFS under the present Administration. The updated profile and database will be used by PCW in monitoring agencies’ compliance to MCW and other policy issuances on the GFPS. It will also serve as the basis of PCW in identifying and designing capacity development modules for GFPS members to effectively perform their functions in their respective institutions. The updated profile and directory of GFPS will also be the basis of PCW for sending invitations for the GFPS Assembly and GAD Budget Fora and other events and activities we organize annually, and informing agencies of most recent GAD related policies.


In this regard, PCW requests all concerned agencies to fill-out the attached GAD Focal Point System Form and email at tsd@pcw.gov.ph or fax to 02-736-4449 on or before September 5, 2016.
