Pursuant to Section 36 of Republic Act No. 9710 or the Magna Carta of Women (MCW), PCW-NEDA-DBM JC 2012-01, PCW MC 2018-04, this Memorandum Circular reiterates the call for all government agencies and instrumentalities to prepare their FY 2018 GAD Accomplishment Report (GAD AR), FY 2020 GAD Plan and Budget (GPB) and GAD Agenda. 2.1. In accordance with the Magna Carta of Women (MCW) and the Philippines’ commitment to achieve gender equality and women’s empowerment (GEWE), the Guidelines for the Preparation of Annual GAD Plans and Budgets (GPBs) and GAD Accomplishment Reports (ARs) was issued by the Philippine Commission on Women, the National Economic and Development Authority (NEDA) and the Department of Budget and Management (DBM). The guidelines provide the procedures for the formulation, implementation, monitoring and evaluation of GAD plans and budgets of agencies and identify the setting of the GAD agenda as one of the steps in formulating the GAD plan.Guidelines on the Implementation of the GADtimpala 2018
As the national machinery on gender equality and women’s empowerment (GEWE), the Philippine Commission on Women (PCW), formerly the National Commission on the Role of Women (NCRFW) has been recognizing notable efforts on gender and development. In 2003 and 2008, the PCW implemented the Gender Justice Awards to highlight the important role that the judiciary plays in addressing Violence against Women (VAW). Also in 2008, PCW launched the “Search for Outstanding VAW-Responsive Local Government Units” and conferred the awards in 2009.

This Memorandum Circular is issued to reiterate and update the schedule for the online submission of FY 2019 Gender and Development (GAD) Plans and Budgets (GPB) and FY 2017 GAD Accomplishment Reports (GAD ARs) to PCW, as provided under PCW Memorandum Circular 2017-03. The deadline of submission of all FY 2019 GPBs and FY 2017 GAD ARs to PCW shall be on 31 January 2018.
