Magna Carta of Women IRR Formulation On-going

The Philippine Commission on Women (PCW), formerly National Commission on the Role of Filipino Women (NCRFW), in pursuant to Section 44 of the Magna Carta of Women (MCW) leads the formulation of the implementing rules and regulations (IRR) of the MCW.

Members of Cluster 2: Protection from violence, women in especially difficult circumstances and services and interventions fro WEDC, protection of girl children from all forms of abuse and exploitation, protection of senior citizens, discuss initial steps in the formulation of IRR inputs on the MCW assigned sections. Cluster 3 members discuss possible IRR inputs on MCW sections on right to education and training, equal participation in sports, elimination of discrimination against girl children in education, health and nutrition, and skills development. Atty. Sally Escutin of the Department of Social Welfare and Development presents the timeline for the MCW IRR formulation.
On October 6, 2009, the PCW organized an Information Dissemination and IRR Formulation Workshop at the SEAMEO-Innotech which was participated by more than a hundred representatives from government and non-government organizations and civil society groups. During the workshop, the guidelines in the development of the MCW IRR were presented and 14 thematic clusters to work on specific sections of the MCW were organized.
Currently, cluster or sub-group consultation meetings are being conducted to formulate inputs to the MCW IRR. The first draft of the IRR is targeted to be ready by November and it shall be subjected to regional consultations in December to generate further inputs and enhancements.
“In coordination with the Commission on Human Rights and all concerned departments and agencies, including, as observers, both Houses of Congress, and with the participation of representatives from non-government organizations and civil society groups, we hope to be able to formulate the MCW IRR and launch it on March 8, 2010, in time for the International Women’s Day Celebration”, says PCW Chairperson Myrna T. Yao.
