I. Background/ Rationale
Pursuant to Republic Act (RA) No. 9710 or the Magna Carta of Women (MCW) which mandates the establishment of an incentives and awards system in recognition of deserving entities with remarkable efforts in upholding the rights of women, the Gender and Development (GAD) Transformation & Institutionalization through Mainstreaming of Programs, Agenda, Linkages & Advocacies, otherwise known as GADtimpala, was institutionalized. GADtimpala aims to recognize outstanding national government agencies (NGAs) and other government instrumentalities that have shown notable progress in the implementation of gender mainstreaming programs, activities, and projects (PAPs).
The Philippine Commission on Women (PCW), as the national machinery for advancing gender equality and women’s empowerment, acknowledges the vital role of the education sector in achieving these goals. In partnership with the Commission on Higher Education (CHED), the PCW aims to recognize state universities and colleges (SUCs) that demonstrate exemplary performance in gender mainstreaming. With this initiative, the PCW and CHED seek to inspire more SUCs to integrate gender mainstreaming into their institutional policies, programs, and practices.
II. SCOPE OF THE GADTIMPALA FOR SUCS
The GADtimpala for SUCs shall cover all SUCs[1] in the Philippines. It shall include GAD-related initiatives of SUCs from 2022-2024. Initiatives implemented before the set period may also be considered provided that they are still relevant, actively observed, or ongoing.
This GADtimpala shall be officially called the GADtimpala for Outstanding Gender-Responsive State Universities and Colleges (SUCs), or the GADtimpala for SUCs. This award shall be conferred to SUCs that demonstrate exemplary performance and commitment in gender mainstreaming.
III. APPLICATION, ASSESSMENT AND VALIDATION PROCESS
A. Application Process
As mandated by the MCW, all national government agencies (NGAs), including SUCs, shall submit their annual GAD Plan and Budget (GPB) and GAD Accomplishment Report (AR) to PCW. The submission of GPB and GAD AR shall serve as the Basic Eligibility Criteria (BEC) to determine the possible SUCs that may be conferred with the GADtimpala.
SUCs that are interested to apply for the GADtimpala must satisfy the following:
- Has an endorsed GPB for fiscal year (FY 2023 and FY 2024) and submitted the GPB for FY 2025; and
- Has submitted GAD Accomplishment Reports (AR) for FYs 2022, 2023, and 2024.
Only the GPBs and GAD ARs submitted through the Gender Mainstreaming Monitoring System (GMMS), PCW’s official online platform for GPB and GAD AR submission and review, shall be considered.
The PCW GADtimpala Secretariat[2] shall proactively notify the SUCs that passed the BEC enjoining them to apply for the GADtimpala for SUCs. Interested qualified SUCs shall manifest their intent to participate in the awards system by submitting the following requirements:
- Letter of Intent;
- Results of the GMEF Assessment for the period of 2022-2024, including the appropriate MOVs; and
- Documentation of gender-responsive curriculum, gender-responsive research, and gender-responsive extension program.
Only soft copies of the documents mentioned above shall be accommodated by the PCW GADtimpala Secretariat. Online submissions shall be addressed to:

B. Preliminary Assessment
Submissions received within the deadline shall be screened and reviewed by the PCW GADtimpala Secretariat. The PCW GADtimpala Secretariat shall conduct a desk review of SUCs’ submitted documents.
- Shortlisting
The PCW GADtimpala Secretariat shall assess submitted documents based on two (2) areas:
- GAD Institutional Capacity (GMEF Assessment)
a) Policy
b) People
c) Enabling Mechanisms
d) Programs, Activities, and Projects
2. Compliance with CHED Memorandum Order (CMO) No. 01 s. 2015:
a) Gender-responsive Curriculum
b) Gender-responsive Research Program
c) Gender-responsive Extension Program
An SUC should garner an overall score of at least 70 points in the GMEF Assessment and must be compliant with all three (3) above-mentioned assessment criteria based on CHED CMO No. 01 s. 2015 in order to qualify for the next stage.
The PCW GADtimpala Secretariat, in coordination with the concerned CHED Regional Offices, shall notify shortlisted SUCs that they are qualified for the next stage and shall prepare for the actual field visit by the GADtimpala for SUCs Validation Teams.
C. Validation
The GADtimpala for SUCs Validation Committee, composed of PCW, CHED Central and Regional Offices Representatives, shall verify the results of the screening process by conducting actual field visits, including focus group discussions (FGDs) and/or key informant interviews (KIIs) with the SUC’s GFPS, program/project officers, key officials, and beneficiaries, as necessary. The SUC shall be asked to present relevant MOVs to support the shortlisting results during the validation session/s.
The Site Visit shall include 2 parts:
- Validation of the GMEF Results with the SUC’s GFPS
- Focused Group Discussions with Key Beneficiaries
The participants of the Site Visit shall include the following:
a. Top Level Officials, preferably SUC Presidents and Directors;
b. GFPS Executive Committee or the authorized representatives not lower than director level;
c. GAD Technical Working Group (TWG) members;
d. Representatives from relevant divisions/units/offices;
e. Beneficiary of research and extension programs; and\
f. Student representatives.
Each validation visit shall be conducted for at least 2 consecutive days depending on the agreed schedule of the SUCs and the Validation Committee.
D. Awarding
The GADtimpala award to be conferred to SUCs will mainly depend on their validated levels and/or scores in each of the four GMEF entry points namely: Policies, People, Enabling Mechanisms and Programs, Activities and Projects (PAPS), and the result of the assessment on the SUC’s compliance with CMO No. 01 s. 2015.
The types of awards for the GADtimpala for Outstanding Gender Responsive SUCs are as follows:
- GADtimpala Gold
The SUC has reached an overall level of “5” both in the GMEF Organizational Assessment Tool and Compliance with CMO No. 01 s. 2015.
- GADtimpala Silver
The SUC has reached at least level “4” in all four entry points of the GMEF Organizational Assessment Tool both in the GMEF Organizational Assessment Tool and Compliance with CMO No. 01 s. 2015.
- GADtimpala Bronze
The SUC has reached at least level “3” in all four entry points of the GMEF Organizational Assessment Tool both in the GMEF Organizational Assessment Tool and Compliance with CMO No. 01 s. 2015, and has obtained a minimum score of 70 points in both areas.
The GADtimpala for SUCs awardees shall receive a GADtimpala marker and a GADtimpala trophy.
