for the Philippine Navy’s 127th Anniversary

To the Honorable Flag Officer in Command of the Philippine Navy, Vice Admiral Jose Ma. Ambrosio Ezpeleta, and all its valiant officers and personnel:
On this momentous occasion of the Philippine Navy’s 127th Anniversary, the Philippine Commission on Women extends its heartfelt congratulations to the entire fleet that has steadfastly guarded our maritime borders since 1898. As you celebrate this year under the theme “Philippine Navy: Addressing Challenges, Promoting Regional Stability, and Strengthening Maritime Security,” we honor not only your historical legacy but also your progressive vision for the future.
We especially commend your commitment to gender equality, which is transforming the seascape of military service by opening doors once closed to Filipino women. We honor and celebrate the trailblazers who have navigated uncharted waters for women in uniform: Commodore Luzviminda Camacho, who made history as the first woman to attain the rank of commodore in the Philippine Navy, and the first commander of the Philippine contingent to a UN peacekeeping mission.
Since the passage of the Women in Development and Nation Building Act in 1992, the Philippine Navy has demonstrated that strength lies in diversity. With women now comprising approximately 18% of Navy personnel—serving across various operational and administrative units—you have proven that gender inclusivity enhances capability, resilience, and effectiveness of our maritime forces.
The commissioning of the BRP Miguel Malvar (FFG-06) and BRP Albert Majini (PG-909) during today’s celebrations symbolizes more than just the modernization of naval assets. It also represents the evolution of mindsets—where sailors regardless of gender, are united in patriotism, professionalism, and purpose . As you continue to navigate the challenging waters of maritime security, may your commitment to excellence, inclusivity, and equality strengthen even further. The full integration of women into all aspects of naval service has proven that talent knows no gender, and courage wears no single uniform. May the Philippine Navy continue to sail forward—with pride, purpose, and the transformative power of gender equality as you embark on your 128th year of distinguished service to the Filipino people. Your dual commitment to protecting our sovereignty while advancing the status of women in your ranks makes you truly worthy of the nation’s highest admiration and respect.
