The State realizes that equality of men and women entails the abolition of the unequal structures and practices that perpetuate discrimination and inequality. The Inter-Agency Council on Violence Against Women and Their Children (IAC-VAWC) has issued the “Guidelines in the Establishment and Management of a Referral System on Violence Against Women and Their Children at the Local Government Unit Level”, pursuant to Section 54 of the Implementing Rules and Regulations (IRR) of RA 9262 also known as the Anti-Violence Against Women and Their Children Act of 2004.
