PCW-DILG-DBM-NEDA Joint Memorandum Circular No. 2016-01: Amendments to PCW-DILG-DBM-NEDA JMC No. 2013-01: Guidelines on the Localization of the Magna Carta of Women

The PCW-DILG-DBM-NEDA Joint Memorandum Circular (JMC) No. 2013-01 titled, “Guidelines on the Localization of the Magna Carta of Women” was issued on July 18,2013 to prescribe policies and procedures in mainstreaming gender perspectives in local planning, programming and budgeting; local legislation; project development, implementation, monitoring and evaluation pursuant to Republic Act No. 9710 or the Magna Carta of Women (MCW).

PCW-NEDA JMC 2016-01: Guidelines for the Creation, Strengthening and Institutionalization of a Regional Gender and Development Committee under the Regional Development Council

This Joint Memorandum Circular is being issued by PCW and NEDA for the following:

2.1 Prescribe guidelines and procedures for the establishment, strengthening, and institutionalization of a Regional Gender and Development Committee (RGADC) under the RDC; and

2.2 Provide the composition, structure and functions of the RGADC to accelerate gender mainstreaming at the regional and local levels.

PCW-OPAP Joint Memorandum Circular No. 2014-01: Integration of Women, Peace and Security Programs, Activities and Projects in Annual GAD Plans and Budgets and GAD Accomplishment Reports

This Joint Memorandum Circular provides specific guidelines to implement the NAPWPS, and provides additional references in terms of identifying gender issues and gender- responsive PAPs related to women, peace and security. These gender issues and corresponding PAPs shall be integrated in the annual GPBs and GAD ARs of concerned agencies and shall not constitute a separate plan.

PCW-DILG Joint Memorandum Circular No. 2014-01: Preparation of FY 2015 GAD Plans and Budgets and FY 2013 GAD Accomplishment Reports

The GPB shall be formulated within the context of the LGU’s mandates. In this regard, LGUs shall consider relevant provisions of the Local Government Code, the Magna Carta of Women, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Beijing Platform for Action (BPfA), the Millennium Development Goals (MDGs), other GAD-related laws, and the Women’s EDGE Plan 2013-2016.
