4th GAD Planning and Budgeting Forum for National Government Agencies, Attached Offices, Bureaus and Government-Owned and Controlled Corporations


The Philippine Commission on Women, will convene the Fourth GAD Budget Forum (4th GBF) on November 4 and 5, 2015 at the Occupational Safety and Health Center (OSHC), Agham Road, Quezon City. The forum will serve as a venue to:


  • Re-orient national line agencies, attached offices, bureaus and GOCCs on the Revised Guidelines on the Preparation of the Annual Gender and Development (GAD) Plan and Budget and Accomplishment Report including the supplemental guidelines on the new procedure of GPB submission through the GMMS;
  • Re-orient national agencies, attached offices, bureaus, government owned and controlled corporations (GOCCs) on the use of Gender Mainstreaming Monitoring System (GMMS);
  • Clarify issues and concerns encountered by agencies in the preparation and implementation of their annual GAD Plans and Budgets; and
  • Present the revised guidelines in the audit of Gender and Development (GAD) Funds and activities in government agencies.

The GAD Budget Forum is expected to gather 400 participants from national agencies, attached offices, bureaus, government owned and controlled corporations (GOCCs), Legislative and Judiciary Branches, Constitutional Bodies and other government instrumentalities.

In this regard, we invite agencies to send two representatives (preferably the GAD Focal Point Chairperson and Budget Officer from each agency) to attend the GAD Budget Forum free of charge.

We also request agencies to read the attached agency clustering and attend according to their suggested schedule in order for PCW to manage the session, particularly the open forum. Further, attached agencies, bureaus and GOCCs are strongly encouraged to attend the session schedule of their central agency/line department. GOCCs not attached to any line department are enjoined to participate in the second day session.

The auditorium is limited to 200 participants, registration is on a first come, first served basis. Please submit the filled-out registration form to PCW via fax, email or register through the GAD Budget Forum Registration (refer to this link) not later than October 30, 2015. Participant’s registration will be confirmed by an email or text message. Agencies are encouraged to register early due to limited slots.
