2026 PCW GAD WEBINAR SERIES

BACKGROUND
The Philippine Commission on Women (PCW), through its National GAD Resource Program (NGRP), provides timely and relevant technical assistance (TA) on gender and development (GAD) to national government agencies, state universities and colleges, government-owned and controlled corporations, and other government entities. A key component of the NGRP is the GAD technical assistance platform, which encompasses the provision of individual TA, sectoral and public offerings as well as GAD Webinars.
The GAD webinars are designed to reach a wide range of government stakeholders, providing an accessible, flexible, and self-paced learning experience. Since 2020, these webinars have enabled policymakers, government agencies, GAD experts, and the general public to enhance their understanding of gender mainstreaming, and to equip them with practical tools and knowledge that can be applied in their respective institutions and sectors.
From 2020 to 2025, the PCW has trained a total of 22,350 participants, of whom 17,488 (78%) are female and 4,844 (22%) are male.
Building on this strong foundation and the sustained impact of the GAD webinar series, FY 2026 will feature a series of four (4) specialized webinars aimed at addressing emerging topics and current technical assistance needs:
- GAD Webinar 1: Kasarian Noon at Ngayon: Decolonizing Gender from Pre-Colonial Societies to Contemporary GAD Practice – exploring historical perspectives on gender and how these inform contemporary GAD policies and practices.
- GAD Webinar 2: GMEF Unboxed: Measuring Impact and Strengthening Gender Mainstreaming – providing participants with an in-depth understanding of the updated framework to enhance gender mainstreaming and gender-responsive planning, implementation, and evaluation.
- GAD Webinar 3: Moving Beyond 5%: Championing Gender-Responsive Planning and Budgeting – equipping stakeholders with practical skills in GAD planning and budgeting to ensure effective gender-responsive PAPs formulation and resource allocation.
- GAD Webinar 4: Making Care Count: Understanding Unpaid Care Work and the Care Economy – highlighting the value of the care economy, including unpaid care work and recognizing the importance of integrating care work in policies, plans, programs/projects, services and activities as part of the overall gender mainstreaming strategy.
GAD WEBINAR GUIDELINES
Target Participants
The 2026 GAD Webinar Series primarily caters to government employees, in particular, members of the GFPS of various government organizations such as national government agencies (NGAs), which include line departments, executive offices, attached agencies, constitutional commissions and other government instrumentalities at the central and regional offices; state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs), local water districts, legislative and judiciary branches, and local government units. Private institutions and civil society organizations are also welcome to register in the webinar subject to the availability of slots.
Use of Unique Email Address
Registrants are expected to use their unique individual email address to register for the webinar. The same email address used during registration should also be accessed when attending the webinar and when completing the activity and resource person evaluation survey as well as the post-test. Failure to follow these instructions will result in inconsistent use of email addresses that will affect e-certificate issuance.
PCW will not issue e-certificates in cases where participants fail to comply with eligibility requirements, which arise from the inconsistent use of email addresses throughout the webinar and incomplete submissions. Participants are responsible for ensuring the accuracy and consistency of their email information to receive their e-certificates.
Registration
Please be advised of the following rules and procedures on registration:
- Registration is accepted on a first-come, first-served basis.
- There is no limit on the number of registrants per agency or institution.
- Official letter requesting slots for the agency’s participation in the GAD webinar is not required.
- There is no group registration for the GAD Webinar.
- Use of multiple email addresses by one person for registration is not allowed.
Registration link or URL will open before the webinar schedule and will be automatically closed once the number of registrants reaches 1000. Once the registration is complete, a confirmation email along with the webinar credentials will be emailed to the successful registrants.
Successful registrants who are a no-show during the actual GAD webinar may not be allowed to register in the subsequent webinars organized by PCW.
Online Platform
The GAD Webinar is conducted through the Zoom Webinar Platform which can accommodate up to a maximum of 1,000 participants. Successful registrants will receive the unique link to the GAD Webinar or its credentials such as meeting ID and passcode through the individual email addresses they used for registration.
Sharing of webinar credentials for individuals who are not officially registered is prohibited.
Social Media Platform
Recorded GAD Webinar sessions will be uploaded to the PCW GAD Webinar dedicated page https://pcw.gov.ph/gad-webinar/. Participants and organizations are encouraged to download these videos for use in their respective training, webinar, or other capacity development activities.
The webinar videos will also be shared via PCW’s official social media pages. Participants and organizations may subscribe to PCW’s social media accounts to be notified of the availability of the GAD webinar video uploads:

Internet Connectivity Requirements
To ensure the quality and uninterrupted delivery of the webinar, it is advised to secure a stable Internet connection with at least 5mbps bandwidth. To check Internet speed, participants may visit www.fast.com.
Training Cost
The 2026 GAD Webinar Series consisting of four (4) GAD Webinars implemented from March to October 2026 will be offered for free.
Training Hours
Completing each GAD Webinar entitles the participant to a training credit of eight (8) training hours on GAD.
Eligibility for E-Certificate
E-certificates shall be issued to participants who meet the following requirements:
- Completed at least 80% of the total aggregate training time based on the logged-in time in the online meeting platform such as Zoom;
- Obtained at least 80% correct score in the post-test; and
- Accomplished and submitted the PCW Activity and Resource Person Evaluation Survey.
E-certificates will be issued to eligible participants 30 working days after the conduct of each GAD Webinar.
GAD Webinar Schedule
GAD Webinar 1: Kasarian Noon at Ngayon: Decolonizing Gender from Pre-Colonial Societies to Contemporary GAD Practice
This webinar invites participants to explore the history and evolution of gender in the Philippines, from pre-colonial societies to today. It examines how colonial rule introduced rigid male–female binary that continue to influence modern social norms, policies, and institutions.
- Session 1: Gender Relations in Pre-Colonial and Colonial Period and Impact of Colonial Influence
Participants will learn about the flexible and diverse gender roles in pre-colonial communities, including the leadership and spiritual roles of the Babaylan. The session will also examine how Spanish and American colonization reshaped these roles, creating the gender binary that defines Philippine society today.
- Session 2: Decolonizing Gender and Redefining the Filipino Worldview
Building on the historical marginalization of women in colonial times, this session explores how decolonizing gender relations can reclaim indigenous knowledge, challenge colonial perspectives, and promote an inclusive and culturally grounded legacy. Participants will reflect on how contemporary practices and discourse on gender relations can be transformed to embrace gender-equal roots and to promote a strategy for making policies and programs more responsive to the diverse identities and realities of Filipinos.

GAD Webinar 2: GMEF Unboxed: Measuring Impact and Strengthening Gender Mainstreaming
This webinar provides participants with a comprehensive introduction to the updated Gender Mainstreaming Evaluation Framework (GMEF) Tool, now in its third version. It is designed to help government agencies, members of the GAD focal point system, and GAD practitioners understand and effectively apply the tool to assess, strengthen and track the progress of gender mainstreaming in institutions.
- Session 1: Overview of the GMEF Tool
Participants will learn the key components, structure, and purpose of the updated GMEF.
- Session 2: Application of the Updated GMEF Tool
This session focuses on the practical use of the GMEF, through exercises and real-world examples to apply the tool effectively in their agencies. Updates in the third version will be highlighted and discussed, ensuring that participants are familiar with the latest enhancements and indicators.

GAD Webinar 3: Moving Beyond 5%: Championing Gender-Responsive Planning and Budgeting
The GAD Webinar 3 serves as the PCW’s National GAD Budget Forum, where the salient provisions of the annual GAD Budget Call is cascaded to national government agencies (NGAs), state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs), and other government instrumentalities. This webinar provides a comprehensive learning session covering the full cycle of GAD planning and budgeting.
The webinar is structured into three sessions:
- Session 1: Steps in GAD Plan and Budget (GPB) Preparation
This session provides an overview of the GAD Planning and Budgeting process and introduces the essential elements of GAD planning and budgeting. The session focuses on the step-by-step procedure in formulating the annual GAD Plan and Budget (GPB) and GAD Accomplishment Report (GAD AR), highlighting the proper identification of client- and organization-focused gender issues, attribution of regular programs and projects using the Harmonized Gender and Development Guidelines (HGDG) and filling out of GPB and GAD AR templates.
- Session 2: Submission, Review and Endorsement Process
Participants will be guided through a discussion of the online submission, review, and endorsement process of annual GPBs and GAD ARs, which is aligned with the PCW-NEDA-DBM Joint Memorandum Circular No. 2022-01 and the current PCW GAD Budget Call.
- Session 3: Audit of GAD Funds
This session covers the compliance and value-for-money audit approaches in the audit of GAD funds and activities in government, based on the revised COA GAD Funds Audit Guidelines. The session highlights the audit criteria to ensure compliance, accountability, and effective use of GAD funds and resources.
This webinar is exclusively open to participants from NGAs, SUCs, GOCCs, and other government executive offices.

GAD Webinar 4: Making Care Count: Understanding Unpaid Care Work and the Care Economy
This webinar highlights the value of the care economy, including the vital role of unpaid care work in society and its impact on economic, social, and gender equality outcomes. Participants will explore how care work, which is often performed by women, supports households, communities, and the broader economy, yet remains undervalued and frequently overlooked in policy and development planning. Both the concerns of providers and recipients of care in the context of care work policies and frameworks present in the Philippine context.
- Session 1: Understanding the Importance of Care Work
This session examines the social, economic, and gender dimensions of care work, through the recognition of its critical contribution to society and its connection to gender equality and the empowerment of women and girls.
- Session 2: Care Work Policies and Framework in the Philippines
Participants will learn about the national policies, programs, and frameworks that address care work, including strategies to integrate the care economy into planning, budgeting, and development initiatives.
