Memorandum Circular No. 2021-01: Submission of FY 2020 GAD Accomplishment Report
Advisory Regarding the Registration for the 6th PCW GAD Webinar Series

Pursuant to the Philippine Commission Women (PCW) Memorandum Circular (MC) No. 2020-05, dated 11 September 2020, the PCW reminds all State Universities and
Colleges (SUCs) to prepare and submit their FY 2021 GAD Plan and Budget (GPB) to their respective Commission on Higher Education (CHED) Regional Office on or before 22 October 2020, through the GMMS.
GAD PAPs of lower constituent units and campuses should be integrated in the consolidated GPB of the SUC, as stipulated under Section 1.2.3.1 of the MC.
Please ensure that in your GPB, the total GAD Budget is at least five percent (5%) of the SUC’s total budget appropriation, as provided under Section 36(a) of the
MCW. Per Section 12.2.1 of PCW MC No. 2020-05, GPBs that do not meet the minimum 5% requirement shall not be reviewed nor endorsed by PCW.

The Gender Mainstreaming Monitoring System (GMMS) V3 is back online as of 3:00PM today (October 7, 2020). It can be accessed through its new website address (http://52.148.72.167/). The new system which is undergoing testing by pilot agencies became inaccessible due to system maintenance, as announced on September 24, 2020.
The following Pilot Agencies will now be able to access the GMMS V3:

PCW Adoption of Work from Home from August 4-18, 2020

The Philippine Commission on Women is continuously updating the database of the agency GFPS of Executive Offices, NGAs, Central Offices of Bureaus, Attached Agencies, and GOCCs, Legislative and Judiciary Branches, Constitutional Bodies and SUCs. As provided in PCW Memorandum Circular 2011-01 or Guidelines for the Creation, Establishment and Strengthening of the GFPS, the GFPS is an interacting and interdependent group of people in all government instrumentalities tasked to catalyze and accelerate gender mainstreaming in their respective agencies. The GFPS is a mechanism established to ensure, advocate, guide, coordinate and monitor the development, implementation, review and updating of their GAD plans and GAD-related programs, projects and activities.

PCW Adoption of Work from Home from April 13 – April 30, 2020

Following the extension of the Enhanced Community Quarantine (ECQ), the Philippine Commission on Women (PCW) will continue to adopt the work from home arrangement until April 30, 2020, or until the lifting of the ECQ.
Thus, the PCW office will remain closed; walk-in and landline telephone transactions are not available. Our online platforms, which include the Gender Mainstreaming Monitoring System, website, and social media accounts, shall remain accessible for all our stakeholders.

Extension of Submission for GAD Accomplishment Report 2019
To all GFPS members,
The Philippine Commission on Women wishes to announce the extension of the submission or resubmission of the 2019 GAD AR until 30 April 2020 in light of the imposition of the Enhanced Community Quarantine (ECQ) to contain the spread of the coronavirus (COVID-19).
All physical appointments or face-to-face technical assistance sessions during the ECQ period shall either be cancelled and/or postponed until further notice.
We shall continue to attend to your inquiries and concerns during this period via email.

Postponement of Pre-bid Conference for the Janitorial and Security Services
In view of the declaration of public health emergency and community quarantine in Metro Manila due to the spread of COVID-19, and in support to the social distancing policy, the PCW thru its Bids and Awards Committee hereby postpones the Pre-bid Conference for the Janitorial and Security Services on 17 March 2020 and the Opening of Bids on 30 March 2020 until further notice.

Following the enforcement of an Enhanced Community Quarantine (ECQ) due to COVID-19, the Philippine Commission on Women (PCW) will be temporarily closed as we adopt the work from home arrangement from March 17 to April 13, 2020, or until the ECQ has been lifted.
During this period, our frontline services including the GMMS helpdesk support shall not be available (walk-in and telephone calls), but the system will continue to be accessible to government agencies. Our website and official social media accounts shall remain accessible for all our stakeholders.
