In consideration of the request of many agencies, the Philippine Commission on Women (PCW) is extending the deadline of submission of FY2016 GAD Plans and Budgets (GPBs) and FY 2014 GAD Accomplishment Reports (ARs) to March 31, 2015.
Recognizing that the use of gender-fair language is the first benchmark of gender-sensitivity, the Civil Service Commission (CSC) issued Memorandum Circular No. 12, series of 2005, attached herein, which encourages the use of non-sexist language in all official documents, communications and issuances. Republic Act 9710, otherwise known as the “Magna Carta of Women,” reinforces the use of gender-sensitive language at all times.

To facilitate the GAD planning and budgeting process, the PCW shall be implementing the online submission, review and endorsement of GPBs and GAD ARs through the Gender Mainstreaming Monitoring System (GMMS), an online system for managing GAD profiles, GPBs and GAD ARs, as well as for generating GAD-related reports.

Implementation of the Women’s Empowerment, Development and Gender Equality Plan, 2013-2016 (Women’s EDGE Plan)
Sharing of the final draft of the Women’s Empowerment, Development and Gender Equality Plan, 2013-2016 (Women’s EDGE Plan). The Women’s EDGE Plan aims to operationalize the Magna Carta of Women (MCW or RA 9710) and to fulfill the President’s Social Contract No. 13 (“from a lack of concern for gender disparities and shortfalls to the promotion of equal gender opportunity in all spheres of public policies and programs”). The Plan shall guide the mainstreaming of the gender perspective in agency programs to fulfill their obligations under the MCW. More concretely, it will inform the preparation of GAD plans and budgets of agencies as it highlights priority gender issues and strategies for inclusion in their GAD plans and budgets.
Submission of Policy Issuances on the Creation, Reconstitution and or Strengthening of the GAD Focal Point System (GFPS) and Updated Directory of GFPS Members
The Philippine Commission on Women is currently updating the database on agency GAD Focal Point System (GFPS) or similar mechanisms. As provided in PCW MC 2011-01, the GFPS is an interacting and interdependent group of people in all government instrumentalities tasked to catalyse and accelerate gender mainstreaming. It is a mechanism established to ensure and advocate for, guide, coordinate and monitor the development, implementation, review and updating of their GAD plans and GAD-related programs, activities and projects.
Utilization of the Barangay VAW Desk Handbook as Guide in the Establishment and Operationalization of Barangay VAW Desks
Per the Implementing Rules and Regulations of the Magna Carta of Women (MCW or RA 9710), “all barangays shall establish a VAW desk”. Furthermore, “all provincial governors and city and municipal mayors shall “ensure the establishment of a VAW Desk in every barangay within their jurisdiction and provide technical and financial assistance” (Section 12D). To guide the implementation of this mandate, the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Department of Education (DepEd), Department of Health (DOH) and Philippine Commission on Women (PCW) jointly issued in 2010 the Joint Memorandum Circular 2010-2 on the Guidelines in the Establishment of a Violence Against Women (VAW) Desk in Every Barangay.
The Barangay VAW Desk Handbook was developed to help barangay officials in the operation of their VAW Desks and equip and guide them in responding to cases brought to their attention.The Handbook provides a detailed discussion on how to set and maintain a VAW Desk, the roles and responsibilities of VAW Desk Officers, and how to render efficient and effective services to victim-survivors.
