Job Summary: 

Leads in the conceptualization, design, actual implementation and monitoring and evaluation of project activities in accordance with the approved work plan of the Project.  She/he will be assigned to oversee specific components and will take charge of ensuring efficiency and delivery or target outputs and results in accordance with the project’s performance measurement framework. 

  1. Technical Functions
    1. Supervises a small team of WEE PO III and organizes work plan implementation of component assigned to her/his team;
    2. Conceptualizes, develops and initiates implementation design of activities to support the development of the PIP and the approved work plan for the period;
    3. Reviews research/policy papers, documentation, activity proposals, related documents and budgets prepared by other her/his team of Project Officers to submission and approval by Project Manager and/or Deputy Director for Operations;
    4. Identifies, negotiates, and coordinates with individual and institutional partners (from government and private sector) to generate required participation in identified project activities;
    5. Participates in forums, conferences and events relevant to WEE, enterprise development and project management and inputs these to PIP development, design of policy research and related outputs;
    6. Oversees documentation of activity implementation and results in line with knowledge management principles of PCW and DFATD; and
    7. Leads in the conduct of monitoring and evaluation of activities; and inputs to a project M&E system; oversees preparation of required project monitoring reports for his/her component.
  1. Auxillary Functions
    1. Assists the WEE Project Manager and/or Deputy Director for Operations in all other functions required to establish the Project Management Office, organize the Project Steering Committee, and others deemed necessary to complete scheduled activities in the Year 1 work plan; and
    2. Represents PCW/Project in events related to partnership building and policy advocacies.

Qualifications: 

1. Bachelor’s degree preferably graduate of Entrepreneurship, Business Management, Economics, Development Communications or related courses. A relevant master’s degree will be an advantage;
2. At least five years experience in project development and management specific to foreign assisted projects on livelihoods/ small enterprise development/ entrepreneurship, with basic understanding on gender and development;
3. Familiarity with GOP rules and processes is a must;
4. Computer literate (excel applications) and basic accounting/bookkeeping skills;
5. Very good research, analytical, writing and communication skills;
6. Significant experience in working with diverse cultures, organizing events for national and regional levels and familiarity with government processes;
7. Experience in knowledge management practice and results-based M&E;
8. Able to communicate and write well (in English and Filipino); and
9. Can work under strict deadlines/ timelines, and basic understanding of gender and development principles will be an advantage.

Php 52,783.00 + 2,000.00 PERA
