The Philippine Commission on Women (PCW) intends to strengthen the security measures in place in its present ICT infrastructure in order to comply with Republic Act 10173 or the Data Privacy Act of 2012. Currently, PCW is hosting the Gender Mainstreaming Monitoring System (GMMS) which contains personal information of both internal and external users. The GMMS is an online system for automating the GAD Plan and Budget (GPB) and GAD Accomplishment Report (GAD AR) submission of the agencies, GOCCs, SUCs and other government instrumentalities.
One of the measure that PCW plans to implement is the deployment of High Availability (HA)
unified threat management (UTM). PCW is using Sophos UTM since 2015, with features such as firewall, intrusion prevention system, application control, etc. Sophos UTM is PCW’s first line of defense for traffic that passes in and out of PCW network.
High availability is a feature which provides redundancy and fault tolerance. HA ensures that critical systems are always functional by automatically switching to a secondary system if the primary system goes down for any reason, thus eliminating single points of failure.
Deploying Sophos UTM in HA ensures continuous uptime of its security services in the event that one of the UTM nodes fails or become compromised.
The Project aims to:
a. To improve functionality and accessibility of PCW information systems by deploying Sophos UTM for High Availability (HA)
b. Capacitate the CAIRMD-staff in the configuration, administration and maintenance of the UTM.

SCOPE OF WORK
The Contractor shall:
1. install and configure the primary and redundant security appliance for ACTIVE-ACTIVE mode;
2. provide a 1-year full-guard subscription, which includes Network Protection, Email Protection, Web Protection, Wireless Protection; Web Server Protection;
3. capacitate PCW personnel in the installation and configuration necessary for the deployment of Sophos UTM for HA;
4. provide an 8X5 technical support services for one (1) year; and
5. conduct a semi-annual preventive maintenance.
The Contractor shall deliver items D.1 to D.3 above within thirty (30) calendar days from the date of receipt of Notice to Proceed (NTP). Items D.4 and D.5 shall be incorporated in the Service Level Agreement (SLA) to be provided by the Contractor.
The total approved price for the project is Three Hundred Ten Thousand Pesos (310,000.00), subject to applicable government taxes. Payment will only be given upon completion of project deliverables and upon issuance of a Certificate of Acceptability of outputs and services by the PCW.
CONFIDENTIALITY and NON-DISCLOSURE CLAUSE
The Contactor warrants the full confidentiality of all information gathered for the contract given by PCW pursuant to existing laws. The Contractor shall not disclose any communication disclosed by PCW for the purpose of this engagement. After the completion of the contract, all materials, data, and other related documents provided must be returned to PCW.
