Description: 

The Supporting Women’s Economic Empowerment in the Philippines or GREAT Women Project 2 is a project funded by the Government of Canada that seeks to improve the economic empowerment of women micro entrepreneurs (WMEs) and their workers through (1) improving competitiveness and sustainability of women’s micro enterprises, and (2) improving the enabling environment for women’s economic empowerment. The Philippine Commission on Women (PCW) serves as the lead executing agency for the project. It is being implemented in partnership with different national government agencies such as the Department of Trade and industry (DTI), Department of Agriculture (DA), Department of Science and Technology (DOST) and Department of Labor and Employment (DOLE). The project also works with private sector partners such as Bayan Academy, ECHOSi Foundation, NATCCO and SEDP.

In line with the project’s aim to improve program implementation, make convergence work and achieve quick wins, the Project Steering Committee (PSC) approved the adoption of the new industry cluster approach in December 2017. The clusters identified under the new approach are: (1) Homestyle and Wearables (2) Coffee, (3) Cacao (4) Processed Fruits and Nuts and Selected High Value Crops, and (5) Information and Communications Technology or ICT businesses.

Considering this direction and the need to generate results, the Project Management Office is tasked to oversee implementation and strengthen coordination and partnership building with stakeholders. As such, PCW through the PMO has contracted GREAT Women Area Coordinators (GWCs) for specific regions or cluster of provinces. The GWCs will assist the PMO project partners in planning, implementing, and monitoring of the project. In preparation for deployment, it is vital to level-off with the newly hired GWCs so project directions are clearly understood. It is necessary to align with all GWCs to ensure they are equipped on how they can assist the regions they are tasked to support and how to make convergence work as the project implements the industry cluster approach. In this regard, the PCW-PMO is organizing a training workshop for the newly hired GWCs.

PMO will serve as Resource Persons for this activity. Moreover, the Project Manager has also instructed the participation of the Planning Officers in the the activities so additional inputs can be generated.  In view of this, the service of a documenter is needed to document the proceedings.

Objectives
The following are the objectives in contracting the WEE Project ACs Training Documenter:
• To document the sessions and the process of the WEE Project Area Coordinators Training.

Duties and Responsibilities
The documenter shall be in charge of recording in writing the proceedings of the WEE Project Area Coordinators’ Training:
Specifically, s/he will:
• Document the content and proceedings of the session;
• Gather and consolidate the workshop outputs for inclusion in the documentation report;
• Submit the draft documentation not later than seven (7) days after the conduct of the activity; and
• Submit packaged documentation of the WEE Project Area Coordinators’ Training.

Expected Output to be Submitted to PCW
The documenter is expected to submit a packaged documentation of the proceedings of the WEE Project Area Coordinators’ Training in both editable Word and PDF formats.

Minimum Qualification Requirements
The documenter shall have the following qualifications:
• Graduate of any social sciences course or related fields;
• With excellent documentation and technical writing skills;
• With at least three years’ experience in documentation;
• Familiarity with gender and development, women economic empowerment and project management;
• Must present sample of her/his documentation work

Individuals who are qualified and interested in this undertaking must submit the following documents:
• Curriculum Vitae;
• Letter of Expression of Interest with Bid Proposal;
• Tax Identification Number; and
• Sample Work

Professional Fee
The Documenter shall receive a total professional fee of Php17,500.00 under Work Package1114, subject to mandatory tax on professional fee for this engagement.

Terms of Payment
The payment shall be processed and released upon completion and submission of the required outputs or deliverables and upon issuance of a Certificate of Acceptability of outputs and services rendered as defined in the TOR.

Working Conditions and Arrangements
The documenter shall directly coordinate with GREAT Women Project 2 PMO on all matters relative to this engagement. GREAT Women Project 2 PMO shall assign a focal person who will work/coordinate and assist the Documenter to ensure the delivery of outputs acceptable to GREAT Women Project 2 PMO.
S/he shall be provided with meals and accommodation for the duration of activity.  
The GREAT Women Project 2 shall have the sole ownership of the final outputs, upon payment of the professional fee.
