RATIONALE
The need for government agencies to improve the quality of their operations and service delivery has never been more urgent than this time in the light of the Duterte Administration’s thrust to ensure that “real change” for the better happens in government. In the inaugural speech of the President, all government instrumentalities are directed to improve their delivery of services through process streamlining and rationalizing the documentary requirements for ease of transaction by the citizens with government.

This clear and compelling direction of the present administration further strengthens the need for government agencies to comply with Executive Order No. 605, Institutionalizing the Structure, Mechanisms, and Standards to Implement the Government Quality Management Program, which was issued to effect improvement in the public sector performance by ensuring the consistency in the production of products and provision of services through quality processes. Effective management and good governance are essential elements of quality service that can be achieved through an effective Quality Management System (QMS). Aligning an organization’s planning, service, and support operations to the ISO 9001 International Standards is one reliable approach in establishing a QMS. This methodology provides a clear perspective of the quality system requirements and the areas of control to ensure the consistency in the quality of services and allow continuous process improvement that will generate sure – fire approaches to improve customer/citizen satisfaction.

In compliance with the aforementioned thrusts of the government and in order to achieve its commitment to effectively and efficiently deliver its mandate to advocate and work for women empowerment and gender equality, the PCW needs to develop its ISO-aligned documentation/manual of the QMS and also the three (3) core processes on Policy Development and Advocacy (PDA), Provision of Technical Assistance (PTA), and GPB review and endorsement (GPBRE). In fact, the PCW has already undergone a series of QMS activities, like attending the training courses on the QMS requirements and documentation and the needed QMS workshops through the course offerings and technical assistance of the Development Academy of the Philippines (DAP). However, PCW does not still have sufficient capacity, specifically in terms of time and functional knowledge on ISO documentation. Hence, there is a need to engage a manual Writer who shall undertake the updating of the Quality Manual and GPBRE Manual and the development of the PDA Manual nd PTA Manual.

GENERAL OBJECTIVE
The main objective of the engagement is to develop and write in a reader-friendly format the QMS and core processes of the PCW. The Writer is expected to identify and gather information from the implementing units’ operational documents and to interview the implementors and beneficiaries through consultations to determine the scope and the processes of the work or function.

The Writer shall be supervised by the Executive Director and the Deputy Director for Management Services and shall work closely with the Deputy Director for Operations and the Division Chiefs of the concerned divisions.

SCOPE OF WORK
The activity requires the engagement of a Writer to update and develop the ISO-aligned manuals of the QMS and three (3) core processes on PDA, PTA, and GPBRE.

The Writer shall:
1. Interview/discuss with the divisions their respective core processes to collect information;
2. Produce the text and infographics to highlight the core processes of the divisions;
3. Produce content and appropriate images/diagrams/photography;
4. Write and edit the agreed content with a professional writing style ;
5. Revise and finalize the documentation following the feedback inform ation coming from the Division Chiefs and Directors; and
6. Update the QM and GPBRE Manual and develop and submit the ISO-aligned manuals for PDA and PTA in accordance with the ISO standards.

Expected Results:
ISO-aligned updated Quality Manual and GPBRE Manual and new Manuals on PDA and PTA.

APPROVED BUDGET COST
The professional engagement is allocated a budget of THREE HUNDRED THOUSAND PESOS (Php300,000.00), inclusive of mandatory government tax, chargeable to the GAA funds.

MINIMUM QUALIFICATIONS
1. Bachelor’s degree in management, public administration, communication, journalism, and/or related courses;
2. At least five (5) years of professional experience in writing or a related communication field;
3. Excellent in English language writing;
4. Basic knowledge of photography and g raphics is considered as an added advantage;
5. Proven experience in working with national/regional government organizations;
6. Ability to analyze and synthesize information relevant to the purpose of the eng agement;
7. Organized and responsible;
8. Ability to meet deadlines;
9. Initiative, resourcefulness, and timeliness; and
10. Basic knowledge of ISO 9001:2015 standards.

PROFESSIONAL FEES AND TERMS OF PAYMENT
The Writer shall be engaged from May 1 to July 31, 2018 (three person- months). The Writer shall have no employer-employee relationship with PCW, and thus, payment is based on the satisfactory completion of the expected outputs and deliverables.

The payment shall be processed and released in tranches upon completion and submission of the required outputs or deliverables as defined in this TOR. The payment shall be made in four (4) tranches as follows:

WORKING CONDITIONS AND ARRANGEMENTS
The Writer shall directly coordinate with the Directors and the Division Chiefs on all matters relative to this engagement. The DDMS and the assigned Planning Officer shall coordinate with the Writer and shall be responsible for the preparation of the contract, facilitate submission, facilitate appointments for interview of the concerned divisions, and other assistance related to securing the needed PCW inputs.

The PCW shall have the sole ownership of the final output and will have discretion in its use and acknowledgement for various purposes relevant to the promotion of gender equality and women’s economic empowerment.
