REQUEST FOR EXPRESSION OF INTEREST

Redesign and Integration of the Gender Mainstreaming Monitoring System and the GAD Resource Pool Database

  1. The Philippine Commission on Women (PCW) intends to apply the sum of FIVE MILLION PESOS (Php 5,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for REDESIGN AND INTEGRATION OF THE GENDER MAINSTREAMING MONITORING SYSTEM AND THE GAD RESOURCE POOL DATABASE. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

    The PCW now calls for the submission of eligibility documents for the Redesign and Integration of the Gender Mainstreaming Monitoring System and the GAD Resource Pool Database to improve the usability of the GMMS through the redesign of its user interface (UI), restructuring and streamlining of its database, and inclusion of additional functionalities and to integrate the GRPD as a module under the GMMS to facilitate the monitoring of technical assistance (TA) to agencies and correlate data on technical assistance (TA) provided to agencies vis-à-vis agency progress in gender mainstreaming.

    Interested consultants must submit their written Expression of Interest/Letter of Intent on or before 19 December 2016, 5:00 p.m. and their Eligibility Documents on or before 20 December 2016, 9:00 a.m. at the PCW Office, 1145 J.P. Laurel St., San Miguel, Manila. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

  2. The date and time of opening of eligibility documents is on 20 December 2016, 9:30 a.m. at the Philippine Commission on Women, 1145 J.P. Laurel St., San Miguel, Manila.

  3. Issuance of the Eligibility Documents will be on 2 December 2016. Eligibility documents may be downloaded from the Philippine Government Electronic Procurement System (PHILGEPS) and at the PCW website, http://www.pcw.gov.ph. provided that the concerned bidders shall pay the non-refundable fee in the amount of one thousand pesos (Php 5,000.00) for the documents not later than the submission of their bids.

  4. The Bidding entity must have the following minimum qualifications:

    1. Must be a registered, reputable IT software solutions company, specializing primarily on developing online information systems for a minimum of ten (10) years. In the case of joint ventures, each firm should have a minimum of ten (10) years business operations.

    2. Must not be an offshore outsourcing company and its development team should occupy a permanent position in the firm.

    3. The bidding firm must have satisfactorily completed at least (5) web-based monitoring and evaluation systems in the government that are still operational/ functional.

    4. Members of the project team will consist of the following:

      1. Management Information System (MIS) Expert who will function as the program manager and chief systems analyst, providing expert services and ensuring that all requirements identified in the requirements gathering phase are reflected in the Systems Analysis and Design (SAD) and other technical documents; facilitate the discussions during meetings, workshops and consultations with the PCW and key agencies for the redesign and enhancement of the functionalities of the GMMS, ensuring that the proceedings are properly documented and processed and reflected in the SAD document; develop presentation materials and present the SAD and web prototype to the appropriate approving committee; prepare the systems test plans; work closely with the PCW technical working group for the testing and acceptance of the system; ensure that outputs expected from the consultancy are in accordance with the specifications and requirements of the PCW, is free of errors and delivered in a timely manner; prepare the administrator manual and the user instructional video and manual;

      2. Senior PHP Hypertext Preprocessor Programmer/ Systems Analyst (1) who shall assist the MIS Expert in the preparing the SAD, functional and technical specifications document, program specifications document, and the administrator manual and the user instructional video and manual; work with the Senior Web Designer in preparing the web prototype of the different modules of the GMMS; lead in the development of the GMMS based on the signed off SAD document; ensure data integrity during the migration of the content of the GMMS and GRPD into the redesigned and optimized system;

      3. Senior Web Designer/ PHP Hypertext Preprocessor Programmer (1) who shall assist the MIS Expert in the preparing the SAD, functional and technical specifications document, program specifications document, and the administrator manual and the user instructional video and manual; lead in the redesign of the user interface (UI) of the GMMS, ensuring that the concerns and feedback of the users from the GMMS assessment report are taken into consideration in the redesign of the GMMS UI and that the new interface reduces the decision-making processes. directing the users into the expected action in the system; work with the Senior PHP Programmer/ Systems Analysts in preparing the web prototype of the different modules of the GMMS; work with the Senior PHP Programmer/ Systems Analyst in the enhancement of the GMMS modules based on the signed off SAD document;

      4. Junior PHP Hypertext Preprocessor Programmers/ Junior Analyst/ Junior Web Designer (3) who shall assist in the data gathering phase for the SAD by conducting actual troubleshooting of the problems of the GMMS during its implementation; assist the Senior Web Designer in the preparation of the web prototype of the different modules of the GMMS; assist the Senior PHP Programmer in developing the GMMS based on the SAD; configure/ setup the development server where all enhancement prototypes will be configured and showcased; ensure data in the system is preserved during testing and during implementation.

  5. The Bids and Awards Committee (BAC) shall draw up a short list of bidders from those who have submitted Eligibility Documents, Expressions of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its 2016 Revised Implementing Rules and Regulations (IRR). The criteria and rating system for short listing are:

  6. Bidding will be conducted in accordance with relevant procedures for open competitive as specified in the 2016 Revised IRR of RA 9184 with some amendments as stated in these bidding documents and is open to all bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 Revised IRR of RA 9184.

  7. The PCW shall evaluate bids using the Quality Based Evaluation (QBE). The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

  8. The contract shall be completed within ten (10) months after its signing.

  9. The PCW reserves the right to accept or reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

  10. The PCW invites interested firms to submit their signed Expression of Interest by hand or mail or through electronic mail to the address below on or before 19 December 2016, 5:00 p.m.
