Malinao reorganizes its GAD Focal Point System



Malinao, Aklan–The municipality of Malinao led the reorganization of the municipal GAD Focal Point System (GFPS) last September 2013. Creation and strengthening of the GAD Focal Point System is an institutional mechanism to implement the Magna Carta of Women (MCW), specified within the Joint Memorandum Circular 2013–otherwise known as the Guidelines for the Localization of the Magna Carta of Women (MCW).

The GAD Focal Point System leads in mainstreaming GAD perspectives in LGU policies, plans and programs, and thus ensure assessment of the gender-responsiveness of systems, structures, policies, programs, processes, and procedures of the LGU based on the priority needs and concerns of constituencies. The GFPS also spearheads the preparation of the annual and performance-based LGU GAD Plan and Budget, among other functions.

Gender advocate and Municipal Mayor Wilbert Ariel Igoy issued an executive order for the reorganized GFPS.



Malinao is a local partner of the Philippine Commission on Women-AECID Magna Carta of Women Project. Aklan Province receives capacity development, technical and funding support to craft and implement gender-responsive policies, plans, programs and activities for women’s economic empowerment and women’s social rights.
